Position Purpose:
Reporting to the Supervisor, System Control, this key position is responsible for monitoring, controlling and authorizing the operation of several unique and diverse electrical distribution systems, ensuring the safe, efficient and reliable delivery of power.
Responsibilities:
- Assist the Supervisor, System Control with the supervision of the day-to-day operation of the Control Room.
- Operates and authorizes operation of all system distribution equipment under normal and emergency situations on a 24/7 rotating shift schedule. Monitor, control, and record all activities on the distribution system.
- Support the Outage Management function by performing such daily tasks as organizing and keeping an accurate record of interruptions and transfers, and checking and filing records including Orders To Operate, Operator Summary, schematics, etc.
- Coach and develop System Control Operators, including performance input to employee evaluations. Coordinates and directs utility forces (including all system control personnel) during forced outages. Secures sufficient workforce to manage repairs and restoration.
- Prioritizes and reports deficiencies of all station/distribution equipment including SCADA and communication systems and conducts follow up as required. Review, accept and administer applications for Work Protection from internal and external work groups ensuring that all such applications are correct and that the requested isolation will provide adequate protection following the IHSA Electrical Utility Protection Code and Alectra procedures.
- Coordinate and plan inter-utility switching, isolation, load transfers etc.
- Help with outage planning activities which includes processing work applications, switching and work protection when required.
- Communicates with Management and members of the public the status of power outages and anticipated restoration times. Answer telephone calls from customers regarding inquiries, service requests and trouble reports and dispatch respondents as appropriate.
- Update GIS, operating diagrams and other databases to reflect real-time system configuration. Organize control room activities to effectively and efficiently manage system outages on the electrical system.
- Organize control room activities to effectively and efficiently manage the day-to-day operation of the electrical system. Dispatch and direct workers to locate and isolate network problems and assist workers in restoring power in the most efficient manner .
- Perform analytical problem solving, trouble shooting and contingency planning of the distribution system. Prioritize assignment of work crews during times of large power outage due to storms and maintains adequate staffing.
- Effectively communicate with Supervisors, crew members and other lead hands, Hydro One OGCC, the public and other internal and external parties.
- Communicate, prepare and submit reports as required for various agencies including ESA, MOE, & MOL.
- Assist in the training & evaluation of System Control Apprentices and training and development of journeyperson system controllers.
- Responsible for a working knowledge and understanding of and make all efforts reasonable to work in accordance with and ensuring work is done in compliance with the appropriate safety legislation, EUSR rules, Alectra policies and procedures and safe work practices that apply to the work while adhering to the internal responsibility system. Reports any unsafe conditions or observed unsafe work practices using Alectra procedures.
- The incumbent may be asked to perform other related duties which may be assigned from time to time.
Qualifications, Knowledge, Skills and Competencies:
Education
- OACETT certification as a C Tech or C.E.T.
- 3-Year College Diploma in an electrical discipline or equivalent.
- MEARIE Certificate as a Journeyperson Municipal Electrical Operator.
- Certification in the IHSA Utility Work Protection Code.
Experience
- Minimum ten (10) years related experience in system control operations.
Skills/Abilities/Competencies
- Ability to make decisions quickly and decisively during periods of high activity and stress.
- Demonstrated leadership competencies including professionalism, ability to coach and motivate others.
- Work effectively as a team player and maintain a positive and productive work unit.
- Demonstrated ability in applying IESO Market Rules in the Ontario electricity marketplace with respect to system operations including the Ontario Power System Restoration Plan (OPSRP).
- Demonstrated ability in applying the strategies, guidelines and procedures contained in Alectra’s Electrical Emergency Preparedness Plan (EEPP)
- Demonstrated ability in applying EUSR rules, the Utility Work Protection Code and other safety related regulations.
- Demonstrated ability to interpret and apply Distribution Connection Agreements (DCA), Transmission Connection Agreements (TCA), Customer Owned Station Operating Agreements and Agent Agreements.
- Have excellent written and verbal communication skills to deal with co-workers, other authorities and members of the public to achieve positive outcomes for the company.
- Ability to work with minimum supervision in a high volume environment with heavy production and deadline demands.
- Ability to plan and organize, with the flexibility to assume other duties and tasks as may be assigned Commitment to continuous learning and personal growth Proven ability to perform in a leadership role when required. Ability to adapt willingly and effectively to change Required ability to perform alone or as part of a team with no direct supervision. Required to be part of On-Call rotation and able to work 24/7 rotating shift schedule.
- Proficient in maintaining operational logs, writing reports including deficiency & follow-up reports.
- Required ability to read, interpret and utilize technical prints and schematics.
- Proficient in the operation and use of the Fault Detection, Isolation and Restoration application (FDIR).
- Advanced knowledge of all Transformer Stations, Municipal Sub Stations and protection schemes.
- Valid class G driver’s license.
