##Qualifications
MINIMUM FORMAL EDUCATION/TRAINING:
- Accounting designation (CPA) or equivalent is required.
EXPERIENCE:
- A minimum of 5 years of related experience at a senior financial level required.
- Must have a high level of knowledge in the area of financial management and comptrollership, with extensive experience in coordinating functionally-related areas.
- Must have a working knowledge of any provincial/federal Infrastructure fund programs that are supporting current projects and be able to produce financial information on eligible and non-eligible expenditures for Finance – Capital.
- Construction background or knowledge is preferred.
- A solid understanding of policies and procedures of the University and of the University financial accounting systems is preferred.
- Knowledge of the University computerized accounting systems will be considered an asset.
- An acceptable equivalent combination of education and experience may be considered.

OTHER JOB RELATED QUALIFICATIONS:
- Experience with Project Management discipline, including Project Management methodology would be considered an asset.
##Key responsibilities
- Administers the control and monitoring procedures of capital infrastructure and departmental project funds.
- Requests the setup of Funds, assigns Fund codes (FOPAL), provide regular electronic reporting of expenditures/commitments, reconciliation of project costs (actual against estimated), Increases/decreases funds as required.
- Identifies inconsistencies/missing Information.
- Provides detailed spreadsheet analysis, follows up on outstanding commitments, closing of purchase order/contract commitments.
- Providing the Directors up to date Capital Project and Infrastructure Financial Planning spreadsheets, updating funding, revenue and expenditure information.
- Ensures all funding source requirements are being adhered to.
- Monitors project spending and initiates transfers of expenditures for multi funded projects ensuring compliance with all funding policies and reporting.
- Prepares detailed summary of financial expenditures for various funding sources.
- Provides updated financial information for Quarterly and Semi-annual Board of Governors reporting on Capital projects.
- Provides source of funding information for Infrastructure projects or Infrastructure component of Major Capital projects.
- Works closely with Finance – Capital as a liaison to the AES team to provide updates on project statuses, cash forecasts, project delays, completion dates and project reporting for external agencies.
- Gathers and compiles information required to complete anticipated cash flow for major capital projects and Infrastructure spending.
- Responds to enquiries from Financial Services on fluctuations in cash flow.
- Awareness of Research Support Fund (RSF) allocations to faculties and provide the information to AES.
- Work closely with the Director, Research Finance to determine potential project costs that can be used for Additional Research funding and transfer expenditures as required.
- Works closely with Faculty Business Officers on jointly funded projects.
- Prepares annual Departmental Outcomes Report for submission to VP Research.
- Reviews Architectural & Engineering Services fee income and provides revenue forecasts for capital projects.
- Ensures University standards and internal audit requirements are adhered to.
- Assists Directors in the development of multi-year capital plan for Physical Plant.
- Alternate signing authority on and project funds, major capital and infrastructure funds.
- Continuously looks for ways to streamline workflow and increase efficiency within the Capital portfolio.
- Manage accounting and reporting Facility related damages that are funded by insurance proceeds.
- Work closely with AES Project Manager assigned to the project and Risk Officer from Risk Management.
- Must maintain a working knowledge of provincial Retail Sales tax as it relates to Architect and Engineering fees and construction contracts.
- Must maintain a working knowledge of Manitoba Lien legislation and be familiar with construction and consulting agreements used by the university.
- Resource to AES Project Managers for understanding funding sources, responsibilities and FOPs.
- Provide support/guidance when funding issues arise on projects.
- Review financial and FOPs information on construction contracts prior to their setup in the financial systems.
- Performs Operational accounting and reporting as required.
- Work closely with the Financial Assistant and Accounts Payable positions to ensure that financial activities are completed timely and accurately.
- Provides strategic advice on allocation and spending of Capital funds and on purposed based Strategic allocations.
- Provide strategic advice to ensure that Capital expenditures align with funding allocations.
- Provides leadership and direction to finance positions as part of the financial team, including providing background to new staff on process/procedures.
- Additional responsibilities as required.
