Reporting to the Director, Product Planning and Delivery – ERP Modernization, the Organizational Change Management Lead is responsible for providing senior-level change management expertise to large, complex, and high-profile corporate initiatives, including enterprise-wide technology modernization projects and business transformations. This role acts as a lead advisor in ensuring change management methodologies, tools, and practices are successfully applied to guide change in Manitoba Liquor & Lotteries (MBLL). Fostering relationships and building trust are key elements in implementing change management activities. Through advisory, coaching, and hands-on support, risks are identified and mitigated, and adoption outcomes are achieved. The role partners with project teams, leaders, and business partners to enable uptake of business-led decisions by translating change impacts into structured adoption and readiness strategies.
Responsibilities Lead organizational change management practices on the organization’s most complex, high-risk, and enterprise-wide transformation initiatives, including major technology modernization programs. Operate as the primary change management authority on assigned initiatives, ensuring alignment of change strategies with enterprise priorities and transformation objectives Oversee and support the full development and implementation of change management strategies and transition plans for the implementation of large scale, business transformation and organizational change initiatives. Engage business leaders and partners (e.g. Project and Program Managers) to identify OCM support needs and integrate change management concepts and deliverables within project planning and implementation. Collaborate with project teams on major initiatives to integrate change management activities into the overall project plan, as well as to understand project scope, structure, timelines and deliverables. Identify, assess, and actively manage change-related risks and resistance, ensuring mitigation strategies are implemented and monitored. Synthesize data and insights from multiple sources to proactively identify emerging risks and opportunities impacting change adoption. Provide expert guidance on change management strategies for enterprise-wide initiatives, with a strong focus on digital transformation and IT modernization projects. Identify costing related to change management activities as required. Work with all areas of Human Resources and Corporate Communications in the development of change management activities including training programs to support implementation of major initiatives. Monitor and track business support needs for moderate to high complexity changes. Provide direction to cross-functional team members to ensure change management deliverables are completed in alignment with project timelines and organizational standards. Coordinate and align the work of project resources with supporting staff to ensure integrated execution of change management plans. Lead the development of change management knowledge, skills, and techniques to support and enhance the business area’s capacity for change. Promote the use of best practices and consistent methodologies; ensure business teams leverage existing systems, processes, and approaches as appropriate. Engage external consultants, as required, to support change initiatives. Provide subject matter expertise, coaching, and guidance to project teams and functional partners in the application of change management practices to effectively lead organizational change. Influence project sponsors and project managers to identify and communicate business benefits and reasons for change, and to aid in managing people related impacts. Increase the organizational understanding and acceptance of change management tools, methodologies, and benefits. Facilitate change management discovery sessions with project leadership and impacted business areas. Prepare and deliver presentations related to change management or related topics, as required. Champion the need for change (business drivers), vision, and benefits, and communicate these to all affected departments and staff. Act as a trusted advisor to senior leaders and project sponsors on change impacts, stakeholder engagement, and adoption strategies. Provide functional supervision to cross-functional resources (e.g., training and communications) to ensure alignment with change management strategies and desired adoption outcomes. May assign tasks, monitor progress and review results. Ensure positive morale and motivation of employees. Resolve problems and issues, and provide conflict resolution in a sensitive, confidential and professional manner. May provide staff or contract workers with orientation. Provide feedback on staff performance as necessary. Act as a communication conduit between staff and management. Ensure all compliance, regulations, policies, procedures, practices and Environmental, Social and Governance commitments are understood and adhered to by allocated staff or contract workers. Complete reports, paperwork, logs and correspondence as required. Carry out all duties and responsibilities of a supervisor of workers, as outlined under provincial safety and health legislation. Ensure all applicable compliance, regulations, policies, procedures and corporate social responsibility are understood, supported and adhered to by all employees. Other related duties as assigned.
Primary Qualifications Completion of a diploma or degree in Business Administration, Human Resources or a related field. A minimum of five years’ progressive experience in organizational change management or a related discipline, including demonstrated experience supporting large-scale, complex transformation initiatives. Completion of Prosci certification in change management, or the equivalent training and experience. Demonstrated experience in providing coaching and mentoring services to facilitate effective change management in the organization. Knowledge of the principles of adult learning. Demonstrated experience in project management. Excellent written and verbal communication skills, including strong presentation/facilitation skills. Must maintain the strictest confidence in dealing with highly sensitive employee information. Demonstrated experience in building strong inter-departmental relationships to achieve goals. Proficient in Microsoft 365 (Word, Excel, PowerPoint, Outlook, OneDrive, and Teams). Ongoing professional development is required to keep current with changes in the industry. Secondary Qualifications Experience in business process re-engineering is considered an asset. Have and maintain a valid Manitoba Class 5 Drivers License is considered an asset. Bilingual French/English language skills are an asset.
