Overall Job Responsibility:
In collaboration with the Director, Human Resources, responsible for proactively providing support, advice and guidance to managers and employees on their employment related needs, including: recruitment, labour relations, benefits administration and human resources administration.
Our aim is to ensure that the organization employs the right balance of staff in terms of skills and experience, and that training and development opportunities are available to employees which will enhance their performance and achieve the employer’s business goals.
The HR Generalist is the first point of contact for questions and concerns regarding HR policies and procedures, interpreting collective agreement language and employment related legislation, as well as providing information related to benefits coverage.
Assists in the development, implementation and evaluation of training programs related to employee relations, employee development and health and safety.
This position takes the lead as a team member on the occupational health and safety committee in the development and revision of safer ways of working while ensuring compliance to legislation and regulations.
Key areas of Responsibility:
(Include but are not limited to)
- Internal and external recruitment including the creation and posting of jobs in appropriate mediums and in accordance with collective agreement language; administration of incoming applications; and responding to applicant queries
- Candidate selection including the initial screening against established criteria; scheduling interviews; developing interview tools; conducting testing as required; participating on interview panels and conducting the referencing and credential verification processes.
- Processing benefit enrolment, changes and terminations and assisting employees with benefit claim issues.
- Administrate and monitor STD and LTD benefits to ensure continuity of services
- Leave of absence administration
- Retirement and termination administration
- Interpreting and administering collective agreements
- Interpreting and administering relevant employment legislation
- Assisting in labour relations
- Participating in bargaining committee meetings including preparation of agendas, recording, transcribing, distributing and maintaining committee records.
- Schedule appointments/meetings with staff, managers and union representatives on human resource related matters.
- Preparing employment contracts
- Maintain the departmental filing system including preparing new files and sorting, filing and scanning and of documents in accordance with The Ontario Municipal Records Management System
- Maintaining job descriptions
- Assist in the creation and review of policies and procedures to meet agency standards
- Responding to day – to – day questions from managers and employees about any HR function
- Lead HR role on the occupational health and safety committee for the organization. Support and development of OHS policies and programs
- Assists in investigating incidents/injuries/concerns that occur in the workplace
- Reports employee incidents to WSIB as per legislation and prepares and submits WSIB documents and liaison for the employer when communicating with WSIB queries and requests
- Complete disability claims administration and assist with the return to work program, scheduling meetings, and developing plans and follow ups with various parties as required.
- Delivers New Employee Orientation/Health and Safety Orientation to new and returning staff, as well as core training and education to staff on an ongoing basis (WHIMIS, AODA, Violence & Harassment, etc.)
- Ergonomics: identifying possible improvements and designing/implementing appropriate solutions
- Assist the Director, Human Resources throughout the Job Evaluation process by preparing and administering all associated memos and correspondence to incumbents
- Work with the Director, Human Resources and employees on special projects as required and participate on projects that impact the HR function
**Position Qualifications:**Education, Training and Experience:
- Bachelor’s degree or College Diploma in Human Resources
- CHRP designation would be considered an asset
- 3 Years Experience in the Human Resources field preferred
- Experience with employment law, compensation, organization development, employee relations, training, and preventive labour relations, Health and Safety, WSIB, preferred
- General knowledge of employment laws and practices
- Experience in the administration of WSIB and other Human Resources programs
Other Requirements:
- Experience in labour relations, negotiations, all contractual issues and maintaining a positive union management culture
- Comprehensive knowledge of Public Health/ Human Resources and various related theory, acts/codes/standards and protocols.
- Demonstrated ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
- Demonstrated excellence in interpersonal, human relations, organizational, and time management skills.
- Demonstrated superior written and oral communication skills.
- Proficiency with current computer applications (examples: Microsoft Office – Word, Excel, PowerPoint; Internet; E-mail).
- A valid Ontario Driver’s Licence, access to a reliable motor vehicle during working hours and 2 million dollars in liability insurance
- Immunizations and TB screening as per WECHU policies
This position includes the option of hybrid work, whereby employees may be able to work remotely or from the office, based on departmental needs, job duties and personal work preferences. The successful candidate must reside within the province of Ontario and must be available to attend the office upon request.
