About Us

FER-PAL Infrastructure is a leader in trenchless watermain rehabilitation, specializing in Cured-In-Place Pipe (CIPP) lining. We deliver critical infrastructure renewal projects across Ontario with a strong emphasis on safety, environmental compliance, and operational excellence. As we continue to grow, we are seeking a detail-oriented Operations Coordinator to support our project execution through utility locate management, compliance with Ontario’s Excess Soil Regulation (O. Reg. 406/19), and coordination of key permitting activities.

Position Overview

The Operations Coordinator plays a pivotal role in supporting field operations. This individual is responsible for managing Ontario One Call utility locates, ensuring full compliance with the provincial excess soil regulation, and coordinating environmental and road occupancy permitting. The ideal candidate brings a proactive mindset, strong communication and administrative skills, and a solid understanding of construction coordination and regulatory frameworks.

Key Responsibilities

Utility Locate Coordination (Ontario One Call):

  • Submit and manage utility locate requests for all active job sites.
  • Track ticket status, expiry dates, and coordinate timely re-submissions.
  • Liaise with utility companies and subcontractors to prevent excavation delays.
  • Maintain accurate and accessible locate documentation for crews and project managers.
  • Support project scheduling based on locate clearance timelines.

Excess Soil Regulation Compliance (O. Reg. 406/19):

  • Collaborate with Qualified Persons (QPs) to develop and maintain Soil Management Plans.
  • Coordinate soil sampling, testing, and classification efforts.
  • Manage registry filings, soil tracking, and documentation through the Excess Soil Registry.
  • Keep detailed digital records of soil movement, receiving site approvals, and related documents.
  • Ensure soil handling and transport complies with all regulatory and environmental standards.

Permitting Management:

  • Prepare and submit tree protection/conflict permits across multiple municipalities.
  • Coordinate road occupancy permit applications and approvals as required.

Qualifications

  • 3–8 years of experience in construction coordination, operations, or regulatory compliance.
  • In-depth knowledge of Ontario One Call processes and the utility locate lifecycle.
  • Familiarity with O. Reg. 406/19 and excess soil compliance.
  • Strong administrative, organizational, and multitasking capabilities.
  • Proficient with Microsoft Excel, Outlook, SharePoint, and general document control.
  • Valid Ontario G-class driver’s license with willingness to travel to sites occasionally.

Assets (Preferred but Not Required)

  • Experience in civil or underground utility construction.
  • Proficiency with soil tracking software (e.g., SoilFLO).
  • Experience working with environmental consultants or Qualified Persons (QPs).
  • Working knowledge of OHSA and construction safety requirements.

FER-PAL Construction Ltd. was established in 1986 in Toronto, ON to provide municipalities throughout Canada and the United States with watermain rehabilitation services using trenchless technology.

By utilizing a Cured-In-Place-Pipe (CIPP) which is inserted into existing watermains, FER-PAL fixes deteriorating pipes by essentially creating a new pipe within a pipe. Limited digging is involved in this trenchless process and the result is a watermain repair that is cost-effective, traffic conducive, environmentally sound, and has limited infrastructure impacts to surrounding communities and businesses.

FER-PAL began expansion into the US market in 2007, opening an office in Taylor, MI. In 2013 the trenchless technology firm opened a Head Quarters in Elgin, IL to support it's further growth in the trenchless market place. Officially opening on Oct. 15, 2013, the Elgin grand opening was celebrated by Illinois Gov. Pat Quinn, Mayor A. George Pradel of Naperville and Mayor Dave Kaptain of Elgin. With this expansion, FER-PAL can better service it's clients across the Midwest in states such as Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin.

FER-PAL is a three time winner of the Ontario Regional Common Ground Alliance Excavator of the Year Award (Water/Sewer), most recently winning in 2011. FER-PAL has also won awards internationally as they recently won the 2010 and 2011 APWA Metro Detroit Branch's Project of the Year as well as the 2011 City Engineers of Minnesota's Project of the Year Award.

FER-PAL is NSF Internationally Certified as well as a member of the APWA (American Public Works Association), NASTT (North American Society for Trenchless Technology) and CATT (Centre for Advancement of Trenchless Technologies).
