The Board Governance and Operations Unit in the Ministry of Agriculture provides operational support to four tribunals (Boards), the largest being the Farm Land Security Board (FLSB). The FLSB operates at arms-length of Government and is vested with a broad legislative mandate. The mandate of the FLSB includes, but is not limited to: farm foreclosure; home quarter protection; and farm ownership restrictions.

Saskatchewan’s farm ownership legislation regulates the ownership of Saskatchewan farm land by non- Canadian entities. The FLSB adjudicates and investigates foreign farm ownership in the province.

The Opportunity

The Board Governance and Operations Unit is seeking a knowledgeable and skilled individual to fill the position of Farm Land Security Specialist for a two year term. As part of the Unit, you will be a self-motivated, highly organized individual who will work strategically with various agricultural boards to determine their current, emerging, and future needs. You will work directly with the FLSB, the Agricultural Implements Board, the Agricultural Operations Board and the Agri-Food Council Appeal Committee to ensure their operational needs are met. Primary focus for this role will be to support the FLSB’s farm ownership legislation.

As a Farm Land Security Specialist, you will:

· Monitor land transactions and conduct investigations to confirm transactions comply with The Saskatchewan Farm Security Act.

  • Easily interpret and apply legislation to specific scenarios.

  • Develop and refine legislation and regulations governing the work of each tribunal/Board.

  • Develop high-quality documentation and issue decisions as required by each Board.

  • Be a clear communicator both in writing and verbally, with various stakeholders including farmers, ranchers, agribusiness and the legal community.

  • Build collaborative relationships across the Ministry of Agriculture, Government of Saskatchewan, as well as with our tribunal Boards and the legal community.

  • Manage multiple projects and processes simultaneously, ensuring that quality deliverables are completed on time.

  • Proactively apply your education and experience to identify and analyze key trends and their implications for producers and organizations in the Saskatchewan agricultural sector.

Ideal Candidate

You will have knowledge in:

  • Western Canadian Agriculture, the principles of farm finance, farm land appraisal, farm management and a sound understanding of taxation and contract law to address issues normally adjudicated by agricultural tribunals;

You will have the ability to:

  • Organize, present and record information in a clear, concise, accurate and timely manner which allows others to understand the reasons for decisions/recommendations or the need for further action;

  • Interact diplomatically to determine or mediate a solution when encountering difficult or confrontational parties or situations;

  • Clearly define problems; select and apply appropriate methods to analyze and address the problems;

  • Examine, understand and appropriately apply complex policies, agreements, contracts, acts and regulations to daily operations and situations;

  • Work independently or collaborate as a team member with co-workers, agencies, and others to consistently meet program and client needs; and,

  • Plan, organize, and effectively delegate multiple, complex tasks taking into consideration conflicting and changing priorities.

Typically, the knowledge and experience required to achieve the above is obtained through:

· A Masters degree in Agriculture, Public Policy, Business (or a related field) with an agriculture focus; or,

  • An undergraduate degree in Agriculture, Business (or a related field) with several years of relevant work experience; and,

  • Experience with administrative tribunals would be a definite asset for this position.
