Primary Responsibilities:
Under the direction of the Manager, Data Solutions and Analytics and as a member of the Information Technology and Information Management Section, the Data and Analytics Officer (DAO) is responsible for developing and executing data strategy, governance and architecture, while leveraging the power of analytics and artificial intelligence (AI) to create an organizational advantage. The position oversees data management, system integration, governance, architecture, analytics and AI across all the Public Service Alliance of Canada’s data systems.
What you will bring to the table:
Education/Experience
- University degree in the field of computer science, mathematics, or statistics, or 8 years equivalent work experience in Data Architecture and Analysis.
- Demonstrated experience responding strategically and tactically to operational issues with innovative solutions including experience developing and implementing database solutions.
- Extensive experience with the programing languages: Python, R, VB.net, C#, SQL.
- In-depth experience with corporate Data Governance.
- Experience in data strategic planning and initiative designs to develop data strategies that fit in with both the long and short term and be readily adaptable.
- Experience implementing Data Analytical Systems utilizing historical and real-time data from multiple systems.
- Demonstrated experience in project management.
- Experience with data architecting, data mining, large-scale data modeling, and business requirements gathering and analysis of diverse user data and systems needs to develop solutions.
- Experience implementing data ecosystems with high data volume, high throughput, and various content structures
Knowledge
- Strong knowledge of current data privacy practices and laws such as PIPEDA and GDPR.
- Strong knowledge and experience with reporting tools such as Power BI, SSRS, Crystal Reports.
- Knowledge of Nintex workflow, Microsoft Power Apps and Microsoft Power Automate is an asset.
- Strong understanding of relational and non-relational data structures, theories, principles, and practices. (Data Lakes, NoSQL, CosmoDB, MongoDB, MSSQL, etc…)
- Advanced knowledge of Excel data connections, pivot tables and formulas.
- Understanding of Web services (SOAP, REST, XML, UDDI, WSDL).
Abilities
- Ability to anticipate, identify and understand data trends to be leveraged in management strategic decision making.
- Ability to communicate orally and in writing (according to the position’s requirements) with systems stakeholders and end-users as well as with technical specialists.
- Ability to work in a political organization with often competing priorities as well as a commitment to union and social justice issues.
Personal suitability
- Excellent judgment and demonstrated problem solving, consultative, persuasive and conflict resolution skills to provide technical advice and guidance on complex data related technologies and process issues to all levels of users.
What you need to know:
- Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above. Federal Government valid SLE results can be used toward this. Preferred candidates may have their second language skills assessed as part of the hiring process.
- Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
