Location
This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of Sims Square – 390 Brant Street Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective January 2026 this role will be required to be on site 50% of the time each month.
Position Overview
This role will support the CIO in delivering on high-impact enterprise initiatives, including Application Portfolio Management (APM), technology cost modelling, digital product governance, and performance reporting.
The Product Manager will form a strong relationships with business partners and provide strategic advice and direction to business units regarding product opportunities that will align with and enable their business plans and operational objectives.
Responsibilities
This position will be responsible for:
- Providing executive-level support to the Chief Information Officer through the delivery of strategic product and portfolio initiatives such as Application Portfolio Management (APM), technology cost modelling, and digital governance.
- Leading the planning, implementation, and continuous improvement of digital products, with a focus on driving adoption, alignment with business priorities, and measurable value.
- Developing and maintaining enterprise product roadmaps in collaboration with internal stakeholders and external vendors, ensuring alignment with departmental strategies and corporate objectives.
- Supporting the design, implementation, and evolution of an IT cost model to increase transparency, inform decision-making, and optimize digital investments across the organization.
- Creating and managing a value-focused product backlog, prioritizing based on enterprise impact, operational needs, and user feedback.
- Coordinating cross-functional teams and vendor partners using Agile principles (Scrum or Kanban) to ensure successful delivery of digital solutions and enhancements.
- Managing vendor relationships, including contract development, performance evaluation, issue resolution, and alignment of vendor deliverables with enterprise objectives.
- Supporting change management, communication, and training activities related to product implementations, ensuring strong adoption and user satisfaction.
- Collaborating with senior leaders across departments to identify and evaluate opportunities to leverage technology products in support of business transformation.
- Monitoring, analyzing, and reporting on product performance and value realization to senior leadership, and making recommendations for course correction where necessary.
- Preparing business cases, presentations, and reports for executive audiences, providing insight into product impact, portfolio health, and strategic alignment.
Requirements
- A university degree in business administration, public administration, computer science, or a related discipline. A graduate degree or formal training in digital strategy, innovation, or enterprise architecture is considered an asset.
- Certification in Project Management Professional (PMP), PMI-Agile Certified Practitioner (PMI-ACP) are considered an asset.
- A minimum of 5 years of experience leading the delivery of digital products, platforms, or strategic technology initiatives, preferably in a public sector or complex organizational environment.
- Demonstrated experience in product management, portfolio or program management, and working with both Agile and traditional delivery methods to advance strategic priorities including delivering cross-organizational solutions.
- Proven ability to work closely with executive leadership, providing analysis, insights, and recommendations that shape technology investments and product roadmaps.
- Strong understanding of enterprise IT environments and experience working with a range of digital platforms or technologies such as Microsoft Power Platform, Customer Identity and Access Management (CIAM), GIS, Workday, AMANDA, ServiceNow, or equivalent.
- Experience supporting IT financial frameworks such as cost models, total cost of ownership analysis, or business case development to guide prioritization and investment decisions.
- Knowledge of change management strategies, user adoption practices, and training and communication planning for successful implementation of digital solutions.
