Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Under the supervision of the Senior Project Manager - Systems Assurance RSSOM, this position is responsible for overseeing the implementation of the Systems Assurance and Integration scope of the Ontario Line project. This role brings a high level of technical, functional, and financial oversight to the engineering, design, construction and maintenance/operation of subway systems. This role plays a crucial role in ensuring that railway projects with civil infrastructure deliverables are safe, reliable, and compliant with all relevant regulations and standards. They are responsible for the implementation and management of the assurance process, providing guidance and expertise to project teams, and ultimately ensuring the successful delivery of safe and functional railway infrastructure.

What will I be doing?

  • Manages and reports project progress, analyzes current and future work activities to identify deficiencies and opportunities for efficiencies; recommends and implements solutions.
  • Oversees the identification, assessment, and management of risks associated with civil infrastructure projects, contributing to strategic decision-making through risk reporting.
  • Develops, fosters and maintains relationships with internal and external stakeholders to incorporate project requirements, and manage variation requests; reviews and assesses modifications to ensure the contractor provides proper justification and that proper governance processes are followed.
  • Oversees the implementation of and compliance with contractual requirements as they relate to Systems Assurance, Design, Systems Integration Plans, Systems Engineering Management Plans, Requirements Management Plans, Interface Control Documents (ICDs), and Validation and Verification processes.
  • Leads the development and implementation of appropriate processes, procedures and measures to ensure that all safety, security, regulatory and legal requirements related to the areas of responsibility are fulfilled.
  • Implements policies and procedures, team workflows, structures and SOPs which create greater efficiency and operational excellence.
  • Manages and directs staff and consultants engaged in project teams; delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; monitors work assignments for adherence to timelines and the achievement of performance objectives; develops and implements action plans to address performance gaps.
  • Creates a working environment that is aligned with the organization’s desire to be an “employer of choice”, ensuring that people resources possess the required skills, are properly aligned, and are provided with the resources to do the job.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Understanding of the System Safety / Security certification processes and RAMS for revenue service.
  • Experience formulating and implementing Systems Assurance plans and processes for civil infrastructures, and verifying that the civil works meet the required standards throughout the project lifecycle.
  • Strong understanding of railway systems and the civil infrastructure that supports them, including track, bridges, tunnels, and stations, is an asset.
  • Extensive experience with planning and / or leading execution of projects based on CENELEC EN50126 and railway standards is an asset, preferably in a public transit environment.
  • Demonstrates project management experience in the transportation and/or public transit sector, which includes managing / leading a large group of technical staff in large projects.
  • Experience with principles of Asset Management, Maintenance, Availability, Life cycle Cost (LCC) evaluations and Spare Parts calculations for Railway projects is an asset.
  • Possession of a P.Eng. designation is an asset.
  • Achievement of a project management certification, such as Project Management Professional (PMP), is an asset.
  • INCOSE Certification is an asset.
  • Experienced-based knowledge of commuter rapid transit (e.g., subway, LRT) system planning, design and delivery, which may include surface and subway main line and stations, maintenance of RT systems, related maintenance and storage yards, etc.
  • Experience in different phases of the engineering design lifecycle (from feasibility to commissioning and operations) and familiarity with Systems Engineering standards such as ISO/IEC 15288 and IEEE 1220.
  • Experience in Verification and Validation (test plan, test case, FAT, SAT, PICO); knowledge of identification and management of project risks.
