I. JOB STATEMENT:

Reporting to the Facilities Manager, the Facilities Supervisor is a hands-on working supervisor responsible for supervising the maintenance, repair, minor renovation, custodial services and asset management of all interior and exterior physical building spaces, in both Student Centres on behalf of the York University Student Centre during weekend hours.

The Supervisor assists the Facilities Manager in the implementation and maintenance of the preventative maintenance program. This is achieved by providing daily direction to maintenance staff, trades, and contractors. The Facilities and Building Safety Supervisor works with all relevant York University departments and community members to ensure the Student Centre buildings are maintained in good repair with a high standard of service excellence. In addition to facility upkeep, this role carries an important security function including closing the building, inspecting premises after hours, and supporting stakeholders with building access, de-escalation of issues, and coordination with York security services.

The Supervisor directly supervises unionized Student Centre custodial staff in the performance of their day-to-day responsibilities in accordance with the relevant collective agreement. This position is responsible for ensuring the satisfactory operation of all building systems, completion of minor renovations/repairs, maintenance of appropriate cleaning standards and adherence to building codes. The Facilities and Building Safety Supervisor also provides a building closing function by inspecting the facilities after closing hours and ensuring security and proper usage is maintained.

2. ESSENTIAL FUNCTIONS:

A. Operations

  • Acts as a resource to the organization and Facilities Manager with respect to maintenance and minor renovations, custodial services, providing advice and guidance on the types of repairs required, associated costs and preventative maintenance priorities.
  • Conducts routine maintenance and perform minor repairs such as patching drywall, painting and troubleshooting basic electrical or plumbing issues.
  • Serves as the on-site YUSC management representative during the weekend, handling operational and building-related concerns.
  • Minimizes disruption to building occupants and the general community during all work.
  • Oversees Custodial Staff in all aspects of cleaning and building maintenance.
  • Conducts quality assurance checks of maintenance repairs and renovations to ensure all work has been completed and in compliance with building codes, health and safety and organizational standards; prepares and submits reports to the Facilities Manager.
  • Responsible for being available to communicate with University emergency staff or custodial staff.
  • Apply internal emergency procedures and specialized knowledge and experience in troubleshooting a wide variety of problems and coordinating an effective emergency response (e.g. power outages, heating system failures, plumbing issues). Escalates any issues to the Facilities Manager as needed.
  • Ensures adherence to the organization’s key control policy.
  • Executes daily building inspections in both the First and Second Student Centres after closing to ensure successful vacation of the premises by ineligible individuals and provide support for staff leaving or entering the premises during closed hours.
  • Provides a security support function, including responding to low-level incidents, de-escalating concerns, and liaising with York Security and emergency personnel.
  • Acts as security liaison for the YUSC and Security Services and keeps regular communications as necessary with emergency services.

B. Planning

  • Assists in updating, implementation and maintenance of Preventative Maintenance Programs. Assists in identifying and maintaining deferred maintenance lists.

C. Human Resource Management

  • The Supervisor is responsible for the direct supervision of unionized custodial staff in compliance with collective agreements, Ministry of Labour and employment standards legislation.
  • Monitors and records attendance; Tracks and identifies absenteeism concerns through reports and administers controls through established organizational procedures.
  • Works with staff returning to work after work-related or non work-related injury in accordance with relevant policies and procedures.
  • Under the direction of the Facilities Manager, prepares and implements Standard Operating Procedures for all maintenance related tasks and ensures training and compliance (e.g. health and safety, equipment operations, etc.).
  • Attends and participates on committees and projects as needed (e.g. Facilities projects, Health & Safety, etc).

D. Health & Safety

  • Responsible for the provision and maintenance of a safe and secure work environment. Accountable and personally liable for providing a safe work environment for all staff working under their direction as per Section 27 of the Occupational Health and Safety Act.
  • Ensures all staff members work in accordance with and have knowledge of Section 28 of the Occupational Health and Safety Act and all other relevant Health and Safety legislation and the relevant Collective Agreement.
  • Responsible for completing and keeping up to date with all training on all Occupational Health and Safety regulations and legislation (e.g. Accident Investigation, WHMIS).
  • Conducts workplace inspections and takes the necessary follow up action as required; Ensures protective equipment assigned to workers are properly used and maintained.
  • Ensures only authorized, qualified and trained workers operate equipment and machinery.
  • Responsible for accident reporting according to the Occupational Health & Safety procedures of the organization and follow up with appropriate corrective actions including training.

3. RELATIONSHIPS:

The Facilities & Building Safety Supervisor reports directly to the Facilities Manager as for the Facilities department and sits on the YUSC management team. They work and collaborate closely with all other departments for project planning & delivery. They also Liaise and develop relationships with key Procurement, Project Management, Facilities and York University Administrative staff.

4. WORKING CONDITIONS AND PHYSICAL ENVIRONMENT:

  • The Facilities and Building Safety Supervisor works out of a dedicated workstation.
  • The Facilities and Building Safety Supervisor works during the weekends from 3pm -1am.
  • From Time -to -Time and depending on the nature of special projects they will be asked to enter active construction zones where all necessary PPE will be required.
  • Potential for moving around equipment, furniture or fixtures during construction and regular operations.
  • Regular exposure to cleaning products, chemicals and heavy cleaning equipment.

5. JOB SPECIFICATIONS:

  • College Diploma or higher in a related field.
  • At least 3 years of experience in a facilities supervisory role.
  • 3 or more years of experience with a Computerized Maintenance Management System (CMMS).
  • Working knowledge of key facilities systems, including electrical, plumbing & HVAC.
  • Computer Savvy, hold practical knowledge on Microsoft Office (Word, Excel & Power Point).
  • Training or experience in de-escalation, conflict resolution, or crisis intervention is considered a strong asset.
  • Excellent oral and written communication skills.
  • Experience in working with unionized staff.
  • Experience in managing and adhering to terms of collective agreements.
  • Familiarity with the post-secondary environment and diverse constituents an asset.
