THE OPPORTUNITY
The Human Resources (HR) Business Partner is responsible for aligning business objectives with employees and management in designated business units. The incumbent serves as a consultant to management on human resource related issues, acts as an employee champion and change agent and assesses and anticipates HR related needs. This position formulates partnerships across the HR functions to deliver value added service to management and employees that reflects the business objectives of the City. This position reports to the Manager of Human Resources and Labour Relations.
This is a permanent full-time position with a salary range of $94,549.00 – 112,385.00. This process may be used to fill similar equivalent roles both in a permanent and temporary capacity.
RESPONSIBILITIES
- Human Resources Management
- Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
- Assist in identifying, evaluating, and recommending solutions to issues and concerns; assist in implementing solutions and process improvements; act as a resource for both managers and employees.
- Perform daily HR related duties associated with employee benefits, classification, and compensation for the assigned client base.
- Consult with management in providing HR advice and recommendations.
- Assist with all day-to-day activities related to employee relations matters, including progressive discipline, performance management, training and development, workplace accommodations, investigating and resolving employee concerns, and administration of leave.
- Maintain a solid knowledge of legal requirements related to day-to-day employee relations issues by mitigating risks and ensuring regulatory compliance with City policies, procedures, and employment standard requirements.
- Maintain a high degree of ethics, discretion, and confidentiality in all HR related matters.
- Provide employee performance and career management advice to supervisors in managing employee issues, including training and development.
- Work collaboratively with the HR Team in identifying trends and metrics appropriate in the development of solutions, programs, and policies for the workplace.
- Provide guidance and input to supervisors on departmental restructure initiatives, workforce planning and succession planning for the organization.
- Develop and deliver training sessions on various HR Topics, including Talent Acquisition, Performance Planning and Orientations.
- Assist with the recruitment process from beginning to end, including the creation of job descriptions, job postings, selection of candidates, designing of interview questions, conducting references check and creation of offer letters.
- Provide HR policy and collective agreement guidance and interpretation to client base.
- Ensure proper and timely administration of the Disability Management process including WCB claims, Short- Term Disability and Long-Term Disability.
- Other Duties
- Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
- Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
- Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
- All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
- Employee are expected to stay current on WHMIS and other safety-related procedures.
- Perform other job-related duties.
QUALIFICATIONS
REQUIRED QUALIFICATIONS:

Proof of a Bachelor’s Degree with a specialization in Human Resources, Business Management, Commerce, Social Sciences or equivalent.
-
A minimum of five (5) years of related experience, with at least two (2) years in labour relations.
-
Extensive experience in using Microsoft Office (Word, Excel, PowerPoint, Outlook, and Teams).
-
A proven track record in delivering top quality customer service by going above and beyond for internal and external clients.
-
Demonstrable knowledge of employment legislation, as well as trends and challenges related to HR.
-
Ability to communicate and problem solve.
-
Ability to analyze, synthesize and formulate strategic advice and/or recommendations.
-
Ability to demonstrate a high level of emotional intelligence and relationship building skills with a variety of partners.
-
Strong organization skills with the ability to plan and prioritize.
-
Highly developed level of interpersonal skills and diplomacy to interact with a variety of internal and external clients.
ASSET QUALIFICATIONS:

Chartered Professional in Human Resources (CPHR) designation.

Experience in a unionized environment.

Experience working in a municipal environment.
-
Experience in working with the Avanti Human Resources Information System.
