About the role

Job Description Temp Assignment /Contract opportunity up to 12 months Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Total Rewards Office is seeking a Manager, Total Rewards Programs & Projects accountable for providing technical and strategic advice regarding all aspects of Metrolinx's Total Rewards (TR) programs, and ensuring programs are aligned with the organization's strategic objectives. The manager will lead the design, development, and management of large-scale TR related projects through to implementation and support the transition from project to operationalization. They will play a key role in providing leadership across the Total Rewards team by supervising a team of three TR professionals, managing cross-functional project teams and as a member of the Total Rewards leadership team

What will I be doing?

  • Provide senior technical leadership in shaping the philosophy, strategy, design, and implementation standards for Total Rewards.
  • Design, develop, and implement Total Rewards programs that effectively support talent attraction, retention, and engagement.
  • Lead the development and execution of a full suite of Total Rewards services, policies, and programs aligned with corporate values and strategic priorities.
  • Oversee the administration of the Corporate Group Insurance Benefit Program:
  • Ensure compliance with corporate policies, legislation, and insurance contract terms.
  • Liaise with insurance providers to resolve escalated claim issues.
  • Manage contract renewals by defining benefit requirements, leading tender processes, and conducting cost analysis.
  • Provide expert guidance on policy interpretation and exceptions in the role of Center of Excellence.
  • Direct cross-functional project teams and oversee day-to-day operations of Total Rewards programs.
  • Drive timely completion of the benefits renewal process, including data analysis, costing, design, and vendor engagement.
  • Deliver advanced analytical and research-backed recommendations to inform benefits strategies and enhancements.
  • Collaborate with HR partners to resolve program-related issues, interpret policies, and ensure system integration and functionality.
  • Build and maintain strong relationships with internal and external stakeholders, ensuring service-level commitments are met and reporting is transparent and actionable.
  • Evaluate the performance of third-party providers, with a continuous improvement lens to enhance program effectiveness.
  • Review Total Rewards policies, processes, and guidelines regularly, offering data-driven recommendations to leadership to ensure fair, consistent, and objective application across the organization.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Human Resources Management or a related discipline with particular emphasis on compensation, benefits, and HRIS – or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience/training & (2 years supervisory) in the management and administration of compensation, pension, and benefits programs and HRIS systems. Experience in a large and complex unionized organization is an asset.
  • Certified Human Resources Professional (CHRP) certification; Certified Compensation Professional (CCP) OR Certified Benefits Professional (CBP) designation(s)would be assets.
  • Expert knowledge of total rewards, benefits, and pension program strategies, processes, policies, and guidelines, including job evaluation.
  • Knowledge of Human Resources legislation (e.g., Employment Standards Act, Occupational Health & Safety Act, Income Tax, Immigration, etc.) to manage and monitor TR programs, including experience developing, interpreting, and applying corporate policies, legislation, and provisions for collective agreements.
  • Experience counselling and assisting employees to understand benefit/retirement issues.
  • Experience with vendor management to manage development and delivery of externally provided products and services and monitor contractor work assignments.
  • Proficiency in MS Office (e.g., Outlook, Word, Excel, PowerPoint, etc.) and knowledge of HR Management systems (HRMS) e.g., Oracle.
  • High level expertise in problem solving, analytical, and interpersonal skills (oral/written/presentation) to design, develop, and manage TR programs and develop presentations for executive level audiences.
  • Proficiency in organization skills and working knowledge of project management principles and practices, including budget and schedule controls, working with cross functional teams and consultants engaged in simultaneous projects.
