Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. As an integral part of our organization, your role will involve a commitment to support a 24/7 operational environment. This entails being available for on-call and onsite responsibilities beyond the standard work week. Your flexibility will be essential to this position as your schedule may require you to work on weekends, evenings, nights, holidays to support major track closures (MTCs), critical incidents and special events. It's important to note that this schedule is subject to change based on Metrolinx's operational needs and the evolving demands of our industry.

Our Operational Readiness & Performance Office is seeking three (3) Operational Readiness Specialist. This role will lead critical initiatives necessary for implementing operational readiness within the GO & UP Operational Readiness & Performance division. It delivers outcomes under the Operational Readiness and Performance governance framework. It ensures readiness is executed consistently and in a planned and measured way. It provides specialist expertise in analysis, interpretation, response, and resolution of complex readiness problems.
What will I be doing?
- Delivers a structured readiness approach to all impacted teams within the Operational Readiness & Performance division. Involves evaluating the impacts on the business side of the program/project, assessing the adoption readiness among all stakeholders affected, defining business gaps between the current and expected future states due to changes in business processes, technology, job roles, and organizational structure.
- Integrates readiness activities into business plans on behalf of Operational Readiness leaders and teams
- Conducts assessments and informs the development of readiness strategies, processes, and plans to ensure a structured methodology and approach are applied to the delivery of readiness and align with overall business objectives.
- Develops and uses performance metrics to define, measure and report on the progress and success of readiness.
- Undertakes research and statistical analysis to provide strategic and technical recommendations and solutions on critical business transformation issues/readiness activities.
- Implements recommendations and solutions required to execute readiness activities.
- Identifies informational gaps on Operational Readiness end user and business needs and provides research, analysis, and requirements development to inform action plans that deliver highly valued customer, community, and staff experiences.
- Provides stakeholders with readiness expertise, coaching and guidance to influence and ensure appropriate readiness practices are considered in all initiatives, projects, and activities.
- Builds strong relationships with business partners to understand their business context and perspective to diagnose design and ensure the delivery of quality readiness initiatives that meet stakeholder needs.
- Produces and manages readiness communications for all stakeholders and participants.
- Fosters an environment and culture that is conducive to embracing and sustaining readiness, quality, and continuous improvement.
- Explores readiness and industry trends, innovations and best practices and makes recommendations to improve the organization’s readiness capability and competency to deliver a highly valued customer experience.
- Examines the triggers for any changes in readiness performance indicators; focuses on quantifiable factors that are clearly linked to the drivers of success.
- Uses quantifiable key performance indicators (KPIs) to identify potential problems and/or opportunities, aligns the readiness performance criteria with initiatives and desired outcomes, monitors and tracks KPIs, provides alerts when critical milestones have been missed, and provides intervention and improvement plans when necessary.
- Provides consultative expertise and coaching to Operational Readiness teams. Guides others in the performance of their day-to-day activities without direct supervisory responsibility.

What Skills and Qualifications Do I Need?
- Completion of an undergraduate degree (Business, Public Administration, Engineering, Planning or a related discipline) or a combination of education, training, and experience deemed equivalent
- Demonstrate years of experience in readiness management and leading an organization in the development and administration of readiness programs and projects, preferably in the public sector
- Experience with large-scale organizational readiness efforts
- Expertise in readiness practices, principles, and methodologies – demonstrating a solid understanding of how to launch a new service
- Demonstrated understanding of readiness issues and challenges as related to business processes to influence business leaders towards cultural change and negotiating the introduction of new concepts
- Expertise in external consulting, facilitating and coaching leaders at all levels; proven ability to work in a dynamic, cross-functional team atmosphere
- Demonstrated understanding and progressive experience in project management / planning and process development to support project teams
- Strong relationship building and engagement skills with clients and stakeholders to ensure stakeholders expectations are well managed; to work with a variety of audiences; to influence process and behavioural change
- Demonstrated analytical and problem-solving skills to understand and analyse business processes and data, identify opportunities for improvement, and develop evidence-based requirements
- Self-directed problem-solver, taking initiative and proactively addressing issues, working with minimal oversight
- Interpersonal and oral/written/presentation communication skills to develop and make presentations, prepare reports and briefings, etc.
- Proficiency in the use of project management software, Microsoft 365 (Teams, Outlook, Word, Excel, PowerPoint, Visio, MS Project, etc.) and other computer applications
- Ability to develop detailed reports, presentations, and work plans to support the achievement of objectives
- Organizational skills to support multiple priorities and navigate through ambiguity
