The Department of Education, Culture and Employment (ECE) provides the residents of the Northwest Territories with access to quality programs, services and support to assist them in making informed and productive choices for themselves and their families with regard to education, training, careers, employment and labour, child development, languages, culture and heritage.

Job Information

The Senior Advisor, French Language Communications and Services (Senior Advisor) is the primary GNWT advisor to Government Institutions to provide interpretations on the Standards regarding the provision of French language communications and services. This position is also the French Language Services Coordinator for the Department of Education, Culture and Employment (ECE).

The incumbent provides advice directly to ECE's Deputy Minister and senior management team on matters related to French language communications and services. They guide and support Education Authorities and Aurora College in their delivery of French language services and communications. As such, the position works closely with the senior management of each Education Authority and Aurora College. The position also provides advice on French communications and services to statutory officers of the Legislative Assembly.

The Senior Advisor regularly liaises with key representatives from Government Institutions, particularly the Department of Executive and Indigenous Affairs (EIA). As well, the incumbent assists the Executive Director of the FAS with the negotiation of the Canada-NWT Agreement on French Language Services.

Key Responsibilities

  • Provide support and advice to Government Institutions for the purpose of developing plans on French language communications and services and adopting or providing programs, policies and services that reflect the needs of the Francophone community.
  • Lead the implementation and updating of the ECE French Language Communication and Services Operating Plan (Operating Plan).
  • Monitor, report on and advise on ECE's implementation of the Official Languages Act and guidelines through its Operating Plan.
  • Assist Departmental senior managers on human resources and other support needed to implement ECE's Operating Plan.
  • Establish and maintain strong working partnerships with francophone community organizations and the francophone community at large.
  • Assist the Executive Director of the FAS during the negotiations with Canada for the Canada-NWT Agreement on French Language Service.
  • Examine the current environment and status of French Language in Canada and around the world.
  • Represent the Secretariat on various committees and working groups at the direction of the Executive Director.

Key Qualifications and Requirements

  • A Bachelor's degree in Political Science, Public Administration or a related field, and three (3) years of relevant experience including one (1) year with official languages services and communications.
  • A Bachelor's degree in related fields may include, but are not limited to Public Policy, Communications, Sociology and Legal Studies.
  • Relevant experience may include work related to official language or corporates services within a government setting.
  • French Required - advanced oral expression and comprehension, intermediate reading comprehension and intermediate writing skills.
  • Equivalent combinations of education and experience will be considered.
