Reporting to the Director, Building, the Manager, Development Construction Inspections is responsible for the leadership of the Development Construction Inspection team within the Building Services Department. This position will provide oversight of a wide range of professional staff associated with the development construction and administration of agreements and performance obligations. This position oversees and leads civil engineering and stormwater installations within new subdivisions; site plan and tear down and rebuild development service installations; ensures adherence to subdivision agreements including authorizing the release of securities held and managers conflicts and disagreements resulting from development construction activities.

What can I expect to do in this role? As The Manager, Development Construction Inspections You Will

  • Lead and manage staff in technical review of civil engineering construction relating to stormwater management.
  • Participate in resolving issues relating to transportation, noise, and lighting during construction preparation and build.
  • Develop and maintain relationships with the public.
  • Manages the operating budget associated with the inspection section.
  • Develop short- and long-term strategies related to construction inspection of land development work and providing professional leadership and directions to the team of field professionals.
  • Plan, direct and evaluate services provided by the development construction team.
  • Develop new policies and service delivery of the development industry.
  • Develop sectional budget for Director’s review and approval.
  • Review and evaluate section’s administrative/project management processes to ensure efficient and effective delivery of services including setting service standards.
  • Provides annual update of business plans, including monitoring and communication of progress/achievements related to KPIs.
  • Develop construction inspections guidelines in consultation with other technical staff.
  • Perform other duties as assigned

How do I qualify? You have a four-year undergraduate degree from a recognized post-secondary institution with specialization in Civil Engineering or related field. Your formal education is augmented by a minimum of 8 years of progressively responsible positions in a building environment, preferably in the public sector. An equivalent combination of education and experience may also be considered.

In Addition, Your Experience Includes

  • A broad background that includes experience in corporate, operations and policy settings preferably in a municipal environment.

  • Drafting policies and delivering reports and briefings to the Executive Leadership Team and Council.
  • Demonstrated customer service skills, exceptional negotiation, conflict resolution and problem-solving skills to deal with customer complaints and interpretation questions with respect to Ontario Building Code regulations and Town policies/practices.
  • Managing organizational change through strong leadership and communication skills. Proven ability to work independently, combined with well-developed organization and time management skills.
  • Ability to deal effectively with tact, courtesy, discretion, and diplomacy with all levels of staff and the public.
  • Proficiency in various software including Microsoft Office, AMANDA, and GIS.
  • The successful candidate must hold and provide a copy of a valid and unrestricted Ontario Driver’s License Class G minimum with a driving record that demonstrates responsible and safe driving behaviour. Note: Applicants with 6 or more points are ineligible for consideration. The successful applicant, who is a new hire, will be required to provide the Corporation with a current driver's record (no older than 30 days) and pass a Town administered road test as a condition of employment.
