About the Ministry

The Ministry of Finance is responsible for oversight of government revenue, expenses, assets, and liabilities. Finance is the lead ministry for fiscal policy; budget development and integrity; managing provincial debt; designing and administering fair, efficient, and competitive tax regimes; pension and benefit administration; labour relations advice to government; ensuring accountability to both the public and the Legislative Assembly for the use of public funds; and ensuring effective financial management and accounting policies and procedures.

The Opportunity

We are seeking a highly skilled, collaborative senior executive to provide strategic leadership and direction on all matters involving the Province's budget development and Treasury Board processes. Working in strong partnership with ministry executive teams, this position will ensure that sound public policy is incorporated into the budget process and ensure a government-wide perspective is presented to decision makers.

Responsibilities

Reporting to the Deputy Minister, the Assistant Deputy Minister is responsible for providing advice and recommendations to the Deputy Minister of Finance, Treasury Board and Cabinet members as it relates to the allocation of resources and fiscal policy.

The Assistant Deputy Minister is responsible for:

  • Participating as a member of the Ministry executive team by contributing to program and policy development, strategic planning, and implementation of Ministry initiatives;
  • Building strategic, collaborative relationships with ministries and agencies across government;
  • Managing the budget development process and preparation of the annual estimates document for the Province;
  • Leading the development and oversight of the Treasury Board review process;
  • Providing strategic options, comprehensive policy advice, and recommendations to the Deputy Minister on policies and issues;
  • Lead, coach, and mentor a senior management team to achieve ministry plan strategies;
  • Initiating and overseeing in-depth analysis of government programs to ensure taxpayer funds are spent effectively and aligned with government priorities; and
  • Monitoring expenditures and actions to ensure that the Government’s objectives are met, and advise on alternative solutions that may be necessary.

Background and Competency Requirements

This opportunity is for experienced senior executives with an exceptional history of achieving results in collaborative environments, ideally within the field of public policy development and/or public financial management, preferably with an economics or accounting background.   • Leadership strengths that promote inclusion, engagement and foster an innovative, collaborative environment;
  • A solid track record of building and maintaining credible, collaborative relationships across a diverse group of internal and external stakeholders;
  • In-depth knowledge of government legislative and regulatory processes and protocols, in particular as it relates to public policy development and financial management;
  • Experience supporting elected officials or boards in making quality, evidence-based financial decisions;
  • A strong understanding of the Saskatchewan, Canadian and global economies and the role of government in creating an environment that supports and promotes a high quality of life for the citizens of Saskatchewan;
  • Proven capability to identify and deliver key strategic insights, counsel and policy to ensure decision making is made with the best possible advice, with a high degree of innovation and accountability;
  • Demonstrated strong leadership and team-building skills, with an ability to mentor and develop staff and build organisational community; and,
  • Exceptional diplomacy, with well-developed written and oral communication skills.
