Under the general director of the Director of Indigenous Relations and Reconciliation (DIRR), the Program Administrator leads the development, implementation and review of the new Indigenous OC Integrated Learning and Curriculum Plan. This includes supporting faculty and instructors in implementing goals, establishing policies/guidelines for collaboration with First Nations rights-holders, and managing systems to track project progress and targets.
The Program Administrator develops a plan and oversees implementation logistics, monitors alignment with the workplan and budget, and ensures project goals are met. This position will collaborate closely with Indigenous Services and Teaching, Learning and Innovation to ensure protocols, priorities and inherent-rights are met. They will support curriculum revisions and Education Council submissions as appropriate, facilitate reviews and adaptations with Indigenous partners, and assist with weaving different ways of knowing and being across OC’s curricular content.
The position will work across portfolios and contribute to funding proposals related to advancing reconciliation and complying with the Declaration on the Rights of Indigenous Peoples Act. Functions and Duties

Maintains knowledge of current developments in relevant programming areas as well as emerging trends and conditions that may influence the College’s mandate to weave Indigenous epistemologies into curricular content, learning environments, instructional approaches and assessment.

Assists management in developing and implementing short and medium range plans, policies and procedures for the Indigenous OC Plan.

Monitors and scans environment, including other post-secondary institutions and the Declaration on the Rights of Indigenous Peoples Action Plan. Participates as a support to the needs of instructors and faculty as they consider and develop programming, and as a support to communities regarding First Nations inherent-rights. The Program Administrator may make recommendations for new program priorities.

Completes reviews and feasibility assessments including detailed financial analysis as assigned, analyzes information and makes recommendations for new program and course ideas.

Contributes to plans for and evaluates the initial launch of the Indigenous Learning and Curriculum Plan.

Works collaboratively with other faculties, portfolios, institutions, First Nations communities, organizations, businesses and advisory committees to identify, develop, coordinate and deliver specific recommendations on the Indigenous OC Workplan.

Collaborates with First Nations communities in areas relating to inherent-rights. Ensures intellectual property rights agreements are in place.

Prepares an annual plan, new program and contract budgets in accordance with established policies and procedures.

Monitors activities, revenue and expenditure relative to the approved plan with the goal of meeting or exceeding targets and takes corrective action as appropriate where variances or problems are noted.

Performs regular reviews of programs, projects and services.

Works with DIRR and subject matter experts to complete substantive program revisions, including submissions for approval by Education Council.

Works to support the DIRR with the working relationships and College accountability between Indigenous Engagement Tables, and departments.

Provides information on project, assists with prioritizing initiatives, implements and evaluates communication strategies.

Performs other duties as assigned by the DIRR.
Education and Experience
Bachelor’s Degree in a related area or equivalent, with particular emphasis on project management, and inclusive instructional design.
At least 3 years related experience, preferably in a post-secondary education environment or in areas related to Indigenous education or reconciliation.

Ability to deal tactfully and diplomatically with internal and external contacts

Must be flexible and able to manage high work volume and conflicting priorities in order to meet deadlines

Proven project management skills and excellent organizational, as well as budgeting and financial management skills

Strong analytical skills and creative problem solver

Excellent computer skills with proficiency using Microsoft Office, and complex databases, as well as the ability to generate and analyze reports.
