Job Summary

As Project Leader, you will be required to lead IT related projects in the Portfolio Management Office (PMO) of the Information Technology Solutions and Services branch. Guided by the principles of the Project Management Framework (PMF) and System Development Life Cycle (SDLC), you will be responsible for leading project teams, managing project budget, risks, deliverables and timeline while adhering to the established governance structures.

  • Lead the project and team through the development and delivery activities ensuring effective tasking, scheduling, coordination and monitoring of project activities and resources that may span multiple branches and divisions of the organization.
  • Oversee, assist, or prepare detailed project documentation, potentially including charters, project management plans, business cases, or other project documentation based on Portfolio Management Office templates.
  • Oversee, or lead activities of the project by developing plans/objectives, organizing, updating project plans; controlling budgetary expenditures; directing/instructing human resources, managing change in scope and schedule, and communicating with stakeholders, including reports and presentations to senior management.
  • Resolve problems by analysing and following practices and standards and by developing new approaches to resolve issues and risks.
  • Contribute to project business case development by developing preliminary project plans and resource estimates.
  • Coordinate internal and contract project resource requirements by writing Statements of Work and establishing evaluation criteria and evaluating responses.
  • Lead projects related to the piloting/prototyping of new technologies by planning project level activities for project teams
  • Apply SDLC best practices and potentially utilize agile methodologies in development projects.

Education

An undergraduate degree or a technologist diploma from a recognized post secondary institution in the fields of Computer Science, Information Technology, Software Engineering, Electrical Engineering, Network Management, Cyber Security or Telecommunications.

The educational program must be obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

Note: Any higher level of education (i.e.: Masters, Doctorate) in a related field of study could be recognized as experience.

Experience

Undergraduate degree and three (3) years of relevant experience; or technologist diploma and four (4) years of relevant experience is in a role where the core function was to lead IT, R&D and/or Scientific projects using Project Management methodologies.

In addition, preference will be given to candidates who possess any one of the following certifications:

  • Project Management certification (Project Management Institute (PMI), Project Management Professional (PMP) certification or Prince 2 Practitioner certification)
  • A Master in Project Management

This position is eligible for the Technology Market Modifier, which is valued at 7% of the basic annual salary ($99,392 - $120,917). The above compensation package includes the 7% market modifier.
