Distinction-Based Planning Facilitator

Métis Nation-Saskatchewan (MN-S) is built on a foundation of Métis identity, culture, values and language. Empowered by the Métis citizens of Saskatchewan, MN-S works to advance Métis rights and to strengthen our government’s capacity. MN-S represents the political, socioeconomic, cultural and educational interests of Métis in the province through an elected representative system at local, regional and provincial levels.

  • Distinction-Based Planning

MN-S is committed to building a strong government rooted in the distinct needs, rights, and identity of Métis people in Saskatchewan. This commitment is not only conceptual but also embedded in the daily operations of our government. As such, we have chosen to use the term “Distinction-Based Planning” in place of the more mainstream “strategic plan.” This terminology reflects our intention to ground the planning process in Métis identity, culture, values, and language, and to ensure that the work reflects who we are – not just what we do.

  • Purpose of the RFP

MN-S is seeking a skilled and engaging facilitator to support our upcoming Distinction-Based Planning sessions in September 2025. The facilitator will play a focused but critical role in guiding a three-day session with elected officials, working alongside internal teams to ensure discussions remain productive, focused, and aligned with the planning process. Their primary responsibility will be to draw out clear goals and priorities from our elected officials and help ensure the session stays on track, providing the foundational direction necessary to advance the plan.

MN-S will manage the drafting and development of the plan itself, with the facilitator contributing to early planning conversations and supporting session design and facilitation between June and September 2025.

  • Scope of Work

The successful consultant will:

  • collaborate with MN-S Planning and Priorities unit;

  • facilitate a three-day Distinction-Based Planning workshop in September;

  • provide a report of findings on the facilitated planning sessions that includes feedback, and information to move forward;

  • design presentation materials such as summary slide decks, and more.

  • Deliverables:

  • Planning session agenda and facilitation plan.

  • Summary report with recommendations from planning session.

  • Summary slide deck – for internal use.

  • Proposal Requirements

Please include the following in your proposal:

  • A description of your approach and methodology, including how your facilitation will reflect a Distinction-Based Planning lens grounded in Métis identity, culture, values, and language.

  • Detail any experience with Indigenous governments, especially Metis or community-led entities.

  • Provide examples of past facilitation processes, government or strategic planning.

  • Proposed work plan and timeline.

  • Provide bios, resumes and references for key facilitator(s).

  • Budget

Please provide a detailed budget proposal.

Include estimated costs for:

  • planning and consultation;

  • workshop design and facilitation;

  • reporting and recommendations.

  • Evaluation Criteria

Métis Preferred: Proposals submitted by Métis-owned businesses will be given preference in the evaluation process, in alignment with MN–S’s commitment to advancing Métis economic development.

Proposals will be evaluated based on:

  • Understanding of the project and the context of MN-S.

  • Experience and expertise in facilitation and government planning.

  • Proposed approach and deliverables.

  • Cost and overall value.

  • Cultural competency and relevant sector experience.

The successful consultant will work in close collaboration with the Director of Planning and Priorities. All relevant internal work completed to date, on the MN-S Distinctions-Based Plan, will be shared with the consultant at the outset of the engagement to inform and guide their work moving forward.
