Under the direction of the Director, Policy, Planning and Strategy, this position works with a high degree of independence to determine solutions, develop strategies, and create project plans related to the development and implementation of a records and information management (RIM) program and privacy management program (PMP). This position ensures compliance under the Freedom of Information and Protection of Privacy Act (FIPPA) and other applicable legislation and leads the College’s understanding and adoption of records and information management best practices across the institution. This position has access to and provides advice on matters related to confidential and sensitive records held throughout the College.

NATURE & SCOPE**:**

  • You will act as the main point of contact for privacy enquiries, Freedom of Information (FOI) requests, privacy breaches, privacy impact assessments (PIAs), employee privacy and access training, and the overall design, implementation, and ongoing evaluation of the PMP.
  • You will design and implement CNC’s RIM strategy and framework, which involves implementing a records management policy for coordinating and monitoring the maintenance, protection, retrieval, and disposition of all recorded information held within or by the College.
  • You will be part of a team actively engaged in contributing to and accomplishing the vision, mission, and goals of the College and in supporting the aspirations and needs of our learners.
  • You will promote a positive work atmosphere by interacting and communicating in a professional manner that demonstrates mutual respect with students and colleagues.

Specific Duties

PRIVACYANDACCESS

  • Oversees the College’s response to FOI requests and advises on the appropriate response to complex and sensitive issues.

  • Compiles and reviews response packages and advises senior leaders on potential risks.

  • Corresponds directly with the public, third parties, and government ministries as required, and ensures responses to information access requests are provided and/or managed within the legislated timeframes.

  • Liaises with the Office of the Information and Privacy Commissioner (OIPC) on behalf of the College and responds to OIPC complaint and review processes.

  • Responds to privacy enquiries made by employees, students, and the public.

  • Works with all departments to coordinate and conduct privacy impact assessments. Advises on information and privacy design requirements and vendor requirements for new or changing college initiatives.

  • Proactively oversees and facilitates the protection of personal information and investigates and resolves privacy issues and breaches.

  • Develops and delivers privacy and FOI training to CNC employees.

  • Consults with provincial counterparts on legislation and policy changes to ensure CNC’s policies and practices align with best practice and provincial standards.

  • Maintain awareness of emerging trends in information management, information access, and privacy.

INFORMATION****GOVERNANCE

  • Responsible for the design, development, and efficient operation of CNC’s RIM program.
  • Develops and maintains the College’s records retention schedule and information governance supports employees to understand and adopt the records management system.
  • Develops and offers training to CNC employees on CNC’s RIM program and supports all areas of the College in the adoption and use of records management best practices.
  • Identifies, recommends, and supports the implementation and management of an automated records management solution, in collaboration with the Information Technology Services (ITS) department and other stakeholders.
  • Oversees the establishment of a data governance framework, policies, standards, guidelines, and procedures, in close collaboration with the Planning and Institutional Research, ITS, and other departments.
  • Establishes and provides quality assurance in record keeping ensuring the effectiveness of the College’s RIM program.
  • Creates annual reports on the RIM program progress and outcomes for senior management.

Skills & Qualifications

  • Bachelor’s Degree in Records Management, Library and Information Studies, Archival Studies or similar discipline.
  • Minimum 6 years’ experience in records and information governance, privacy, and access.
  • Records and information management certification, as offered by ARMA International, the Institute of Certified Records Managers (ICRM), or other recognized RIM body is required.
  • International Association of Privacy Professionals (IAPP) certification, such as the Certified Information Privacy Professional (CIPP), Certified Information Privacy Manager (CIPM), or Certified Information Privacy Technologist (CIPT) is required.
  • An equivalent combination of experience and professional development will be considered.
  • Demonstrated understanding of the post-secondary education system and applicable provincial legislation and regulations, including the Freedom of Information and Protection of Privacy Act.
  • Strong collaborative and interpersonal skills with the ability to build consensus.
  • Proven ability to communicate effectively, both verbally and in writing.
  • Experience managing and leading project teams.
  • Experience in developing and implementing process and procedures.
  • Experience in negotiation, mediation, and/or conflict resolution.
  • Knowledge of commonly used records and document solutions.
