Senior IT Business Analyst
We are seeking a proactive and results-driven Senior IT Business Analyst to join our Technology Services PMO team. This is an exciting opportunity to contribute to meaningful public safety initiatives and support enterprise-level operational improvements.
Reporting to the Manager, TS PMO, you will support the Infrastructure Services team in maturing and optimizing operational processes, governance models, and service delivery. You will use structured business analysis methodologies to gather and document requirements, map current and future states, and provide actionable insights to drive improvements across multiple service domains.
In this role, you will act as a bridge between business needs and technical teams, collaborating closely with stakeholders across Infrastructure, Application Services, DevOps, Planning, and the Service Desk. You'll be a key player in defining and supporting operational requirements for data centre management, patching, incident/problem reporting, and Operational Level Agreements (OLAs).
We are looking for someone with an analytical mindset who can determine business and technical requirements, define solutions, identify and recommend process improvements to enhance efficiency and effectiveness.
Key responsibilities in this role include:
- Partner with key stakeholders to define business objectives, assess project feasibility, and align outcomes with organizational and departmental needs
- Engage with stakeholder to gather details business requirements, document processes, and translate into clear functional specifications for technical team
- Support initiatives to standardize and enhance core IT operational processes, including:
- Problem & Incident Reporting: Develop and document consistent reporting processes, naming conventions, and tools (e.g., SharePoint, ServiceNow) for tracking incidents and root cause analyses
- Data Centre Operations: Define requirements for asset tracking, access control, capacity planning, and environmental monitoring in alignment with ITIL Facility & Capacity Management
- Patch Management: Collaborate with stakeholders to define patching schedules, rollback strategies, risk criteria, and KPIs by system type, aligned to ITIL Change and Release Management practices
- Operational Level Agreements (OLAs): Develop, document, and maintain OLAs across infrastructure, applications, and support tiers to ensure clear accountability and alignment with SLAs
- Serve as a primary point of contact between business partners and Technology team, ensuring clear communication and understanding of requirements and proposed solutions
- Facilitate cross-functional collaboration across technical and non-technical teams to support project goals, ensure alignment, and manage stakeholder expectations
- Provide ongoing support to governance processes such as CAB (Change Advisory Board) and Problem Review Boards by preparing dashboards, metrics, and reports
- Create and maintain essential documentation, including business requirement documents, use cases, process flow diagrams, and regular status updates
- Continuous improvement and innovation by staying current with industry standards and emerging technology to propose innovative solutions that support business growth and improve efficiency

What you will need:
- Completion of a university degree or diploma in computer science, engineering or business with a technology focus, plus sound related experience, or an equivalent combination of training and experience
- Certificate in business analysis from the IIBA or PMI Professional in Business Analysis (PMI-PBA) will be considered a definite asset
- 7 years’ experience in an IT Business Analyst or similar role
- Certification in ITIL or similar service delivery framework is preferred
- Required Police Security Clearance applicable to the position must be acquired and maintained
SECURITY REQUIREMENTS:
As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm. The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is 5 years.
To qualify for this process, a candidate may be either a Canadian Permanent Resident or Canadian Citizen. We regret any candidates under Student, Visitor, or Work Visas are not eligible for consideration.
