The purpose of this position is to manage and coordinate determination of eligibility for AccessAbility Supports. It provides supervision to a multidisciplinary team of provincial clinical assessors and provides clinical supports to Social Programs. This position reports to the Director of Social Programs and provides support to other program managers within the division.
Duties will include but are not limited to:
- Provides clinical leadership, advice, direction and supervision to Social Programs’ multidisciplinary Provincial Clinical Assessors team;
- Provides clinical leadership, advice, and direction to the AccessAbility Supports Coordinator positions, to inform the case planning/management processes;
- Collaborative leadership, consultation, advice and support to the Program Supervisors provincially to support the appropriate service delivery processes and outcomes to align with continuous quality improvement processes/structures;
- Coordinate, monitor and evaluate the clinical assessment processes that determine level of funding/services for clients, to ensure it is consistently applied and standardized across sites/province;
- Assign and monitor workload for the Clinical Assessors Team;
- Provide clinical consultation and support to staff on complex cases and work with staff and/or clients/families on these cases as needed;
- Provide clinical expertise in the area of eligibility review; chair Eligibility Review Committee to determine if applicants to the AAS program should proceed to assessment process;
- Support quality program service delivery, standards, and consistent application of assessment tools by creating a practice environment which monitors and enhances the work of the assessment team, through incorporation of research and best practice;
- Develop and monitor documentation required to determine eligibility (e.g., medical documents required to verify disability);
- Liaise with medical equipment suppliers; liaise with professionals in the health system (i.e. OTs, PTs) as well as SP staff;
- Identify, determine and ensure the provision of appropriate recruitment, orientation, supervision and training and development programs for clinical assessors and student placements;
- Create a positive teamwork environment and maximize staff motivation and engagement through support, clear communication, opportunities, challenges and supervision of a multidisciplinary team;
- Ensure all positions are staffed with capable, qualified individuals by participating in screening, interviewing and staffing processes, as well as planning for staff development, continuing education and research with a particular focus on professional practice, new technology, quality management and appropriate educational preparation to promote achievement of organizational outcomes;
- Conduct performance appraisals and performance management for the Clinical Assessors Team;
- Approve staff travel, leave and overtime;
- Identify staff training needs and organize/participate in the training;
- Model and foster an environment of team work, positive relationships, open communication, partnership and service integration between community partners, government programs and services;
- Liaise with Momentum/Civica concerning changes/upgrades to system/coordinate upgrades to system with provincial ITSS; Other duties as required.
Minimum Qualifications:
- Must have a Bachelor’s degree in Social Work, Nursing, or Occupational Therapy or a related field; Master’s degree is considered an asset;
- Demonstrated equivalencies will be considered;
- Current registration or eligible for registration with the designated professional association;
- Considerable experience in completing functional and/or clinical assessments;
- Extensive experience in a clinical setting;
- Considerable experience in program leadership and planning;
- Considerable experience in analytical and problem-solving skills to analyze evidence based approaches to particular issues in service delivery;
- Experience in a supervisory role would be considered an asset;
- Additional relevant education and experience will be considered an asset;
- Excellent professional and interpersonal skills including time management, clinical assessments, case planning, effective team building;
- Valid PEI driver’s license. Good previous work and attendance record, acceptable criminal record check and vulnerable sector check.
Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement
