Job Description

Reporting to the Manager, Plant Operations and Engineering Services, the Assistant Manager, Plant Operations and Engineering Services, role provides leadership in the day to day operations of the Engineering and Maintenance Department. The Assistant Manager supervises a team of maintenance staff, prioritizes work activities, monitor performance and efficiencies. This role takes a lead on department improvement projects; collaborates with the Redevelopment team for planning and completion of capital projects and leads ministry funded projects as assigned by the Manager. Working with the Manager, this role reviews, recommends and implements improvements to the building services policies, procedures and processes, maintenance routines and contracted services. This position is also responsible for management and administration of the computerized maintenance management system (CMMS).

Accountabilities:

  • Supervise and manage the operation and maintenance of the physical plant including: heating ventilation and air conditioning (HVAC) equipment and building automation system (BAS), normal and emergency power distribution, lighting systems, potable and process water systems, medical gas and vacuum systems, elevating devices, fire and life safety systems and grounds (lawn care and snow removal)

  • Supervise skilled trades in the execution of their duties including performance monitoring, training/guidance, scheduling, records retention, etc.

  • Together with the Manager, manages labour issues for union and non-union staff in keeping with collective bargaining agreements and Osler human resources policies

  • Coach staff to identify and provide solutions for technical and process issues and problems

  • Monitor the workload and schedules and makes changes or improvements as necessary

  • Organize, coordinate and schedule the daily activities of the plant operations, maintenance and grounds-keeping; ensure staff are trained and follow standard operating procedures

  • Oversee the implementation of the maintenance management systems (demand work orders, preventive maintenance) and monitor departmental throughput and performance metrics

  • Identifies and recommends repair options, coordinates work of multi-trade activities where necessary

  • Conducts infrastructure technical analysis, recommends and implements solutions

  • Provide procurement support (technical specifications for RFP, tender and quote processes)

  • Interact with governing bodies (technical standards and safety authority, fire department, insurance companies, etc.) to ensure Osler meets or exceeds code requirements

  • Monitor performance and conducts quality inspections on contractor and employee work and provides guidance or initiates corrective action as required

  • Assist the Manager to develop and maintain a system of reduced demand maintenance and increased preventative maintenance to ensure efficient operation of hospital infrastructure and management of resources

  • Monitor and manages legislative compliance requirements and provides reports and interface with the authorities

  • Assist in the development and implement policies and procedures to guide departmental operations in keeping with the evolving requirements of applicable legislation, codes and standards such as CSA Special Requirements for HVAC, plumbing systems, infection prevention and control, and medical gas systems in health care, etc.

  • Manage emergency response to physical plant failures

  • Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents

  • Execute the duties of Chief Fire Warden including maintaining the fire safety plan and Code Red procedures and staff training in the absence of the Senior Operations Manager

  • Takes a lead on department improvement projects; collaborates with the Redevelopment team for planning and completion of capital projects; and leads ministry funded projects as assigned by the Manager

  • Assist in the development and implementation of energy management plans

  • Liaise with contractors for construction and maintenance activities and other organizations on behalf of the Manager, Building Services, (e.g. fire department, Electrical Safety Authority, Technical Standards and Safety Authority and the Ministry of Labour)

Qualifications

  • Community college diploma in facilities (e.g., architectural technology or mechanical field) or equivalent required

  • College or university certification in facility management (CFM) or equivalent certificate required

  • Current WHIMIS, MSDS and Type 2 (or better) asbestos awareness training

  • Five years of facility management and minimum of three years of health care

  • Knowledge of the functioning and maintenance requirements of all systems infrastructure for acute healthcare facility

  • Knowledge of relevant legislation, codes, and standards, including OBC, CSA, OHSA, etc.

  • May be required to travel between and work at all Osler sites
