Job Summary

Reporting to the Manager of Water and Wastewater Planning, the Project Manager III is responsible for leading Region-wide water and wastewater studies to support growth in Halton Region. Key undertakings that the Project Manager III will lead include complex Municipal Class Environmental Assessment (MCEA) studies, feasibility studies, as well as other water and wastewater related studies to support the Regional water and wastewater network.

Duties & Responsibilities

  • Act as Project Manager for Municipal Class Environmental Assessment Studies and water/wastewater servicing strategies.
  • Lead the input of water and wastewater programs into the Development Charges Bylaw process.
  • Provide technical support and guidance on water and wastewater aspects for Regional projects, Area Servicing Plans, Functional Servicing Reports, and Local Municipal Plans to promote region-wide growth and development.
  • Assist with the development of water and wastewater planning procedures/policies/guidelines, and lead the preparation of staff reports and recommendations to Regional Council on matters dealing with water and wastewater planning.
  • Build and maintain strong relationships with internal staff and external organizations such as provincial ministries, conservation authorities, and local municipalities through developed and demonstrated professionalism, awareness, political acuity and responsive communications.
  • Provide mentorship and technical support to the team in water and wastewater planning processes.
  • Represent the Region on external technical studies and committees related to water and wastewater planning.
  • Perform other duties as assigned.

Skills & Qualifications

  • Post-secondary education in Engineering and/or Environmental Studies/Sciences, along with Certification in Ontario as a Professional Engineer (P.Eng.) or Certified Engineering Technologist (C.E.T.).

  • Minimum of seven (7) years of experience in planning municipal water and wastewater infrastructure.

  • Strong understanding of the principles and practices of the Municipal Class Environmental Assessment (Class EA) process.

  • Experience in applying water and wastewater industry best practices, standards and guidelines and reviewing development related water and wastewater technical studies.

  • Strong project management, strategic planning, organization, analytical, and problem-solving skills.

  • Proficiency in computer software, including hydraulic model interpretation for water and wastewater analyses, ArcView, ArcInfo, SAP, and MS Office.

  • Excellent oral and written communication skills.

  • Hydraulic modelling experience including InfoWorks ICM, InfoWater is beneficial

  • Project Management Certification (PMP) is beneficial but not required

An equivalent combination of education and experience will be considered.
