Job Summary
Mandate:
Reporting to the Associate Director, Commuter & Administrative Services, the Senior Manager, Security and Administrative Services plays a leadership role within the Office of Campus Security Services. The candidate will have expertise in security and safety, grounded in a commitment to equity, diversity, cultural safety, and inclusion, with a focus on collaboration, innovation, and service excellence.
The Senior Manager Security and Administrative Services is responsible for the development of project management strategies for administrative services, resource planning, and implementation of innovative solutions to optimize operations and establish performance metrics for Campus Security Services in alignment with UVic’s Planning and Budget framework. The Senior Manager is responsible for a team of support staff who provide effective and efficient client service.
Objectives
- Identifies and implements strategies, plans, and policies aligned with the university’s overall security and safety objectives
- Oversees departmental compliance with Freedom of Information and Privacy regulations
- Integrates Crime Prevention Through Environmental Design (CPTED), access control and other physical security principles into security systems planning
- Collaborates with University Systems, Facilities Management, and the Privacy and Access to Information Office to support Security Services
- Liaises with vendors and internal IT partners to support security initiatives
- Supports the Security Services through strategic analysis
- Contributes to planning Access Control and Incident Reporting structures
- Prepares statistical reports on security incidents by category, including year-over-year comparisons
As needed, participates in on-call capacity due to the 24/7/365 nature of the operation. This may include being available by telephone or in some instances, attending campus to resolve an issue.
Job Requirements
Completion of a bachelor’s degree in business or in a related field plus three years of experience, including supervisory experience or an equivalent combination of education, training and experience.
Knowledge, skills, and abilities include:
- Strategic thinker with the ability to understand and communicate complex ideas and develop creative alternatives
- Solid analytical skills and ability to apply sound judgment in problem solving, evaluating courses of action, and making decisions on complex matters
- Excellent communication and interpersonal skills with ability to interact with internal and external partners and authorities
- Ability to remain calm and focused under pressure and provide exemplary leadership and direction during times of emergency sometimes outside of normal working hours
- Ability to identify and analyze complex issues, develop solutions, and implement effective strategies to achieve desired outcomes
- Experienced project manager with a proven ability to lead and successfully deliver multiple projects simultaneously, driving system and process optimization
- Considerable knowledge of physical security concepts and best practices
- Extensive experience in analysis of security, business, IT and management control processes, and project management in recommending and/or leading change initiatives
- Demonstrated administrative, records management, and organizational skills
- Analysis and information gathering, ability to synthesize data and metrics into reports
- Demonstrated commitment to valuing diversity and fostering an inclusive, respectful working and learning environment, with meaningful outcomes in equity, inclusion, and advancing truth, respect, and reconciliation with Indigenous peoples
- Demonstrated experience collaborating, building and maintaining positive relationships with diverse individuals and working effectively in a team environment
- Demonstrated ability to organize the work of a team, plan, and schedule, direct, supervise, and evaluate the work of employees
- Certified Protection Professional (CPP) or Physical Security Professional designation would be an asset
Ability to gain the following knowledge, skills, and abilities within the first 6 months in the role:
- Must have the ability to maintain a Security Officer level security clearance
- Must have the ability to obtain a Vulnerable Sector Criminal Record Check
- Must possess a Class 5 or higher BC driver's licence
- Knowledge and awareness of complex issues on campus and emerging trends in higher education, and how those issues may affect campus safety activities and programming
- Occupational First aid, CPR/AED certification, Naloxone, Oxygen therapy
- Transportation and/or Parking Services accreditation such as PMC or PTMP
- Accessibility accreditation such as Rick Hansen Foundation
