Job Purpose

Reporting to the Manager, Technology Vendor Management Office, the Technology Sourcing Consultant is responsible for conducting sourcing activities and discovery sessions to establish technology and contracting requirements and to support the technology procurement process within MBLL. This role is accountable for optimizing the spend of technology goods and services to meet MBLL needs. The primary purpose of the position is to ensure that the company obtains the best possible value from its IT investments by researching and identifying suppliers, develop sourcing strategies, participate in RFx processes ensuring cost-effective procurement of software, hardware, Cloud services and other IT-related solutions. The Technology Sourcing Consultant will work closely with and across ITS, Legal and Finance Divisions to ensure compliance, drive savings and improve overall value from technology suppliers.

Job Responsibilities

  • Lead discovery sessions with IT management and technical leads to identify IT infrastructure, processes and technology needs and timelines.
  • Develop and implement technology sourcing strategies that align with the internal procurement policies such as environmental, sustainability and accessibility and supplier code of conduct.
  • Identify and evaluate new suppliers, technologies, and trends in the IT market to drive innovation, and value, including researching potential risks.
  • Develop detailed sourcing requirements for leadership approval. Consult with IT leaders on evaluating ITS needs and future requirements.
  • Conduct market analysis and research to understand price trends, availability of products and services for potential new and existing vendors. This research includes understanding software, platform reliability, vendor roadmaps and supplier capabilities.
  • Develop MBLL IT sourcing requirements in preparation for procurement and participate in the RFx process.
  • Consult on decision criterion, evaluation process, and templates to support ITS and Business Owners based on ITS technical, financial, and compliance criteria that best meet MBLL's needs and sustainable practices and procurement requirements.
  • Provide Subject Matter Expertise and act as the point of contact to the ITS Procurement Specialist and Purchasing Agents throughout the proposal, evaluation and vendor selection process.
  • Conduct vendor interviews or site visits, as required.
  • Collaborate with Corporate Procurement to prepare documentation and reports as part of the decision-making process of the evaluation of new and current vendors.
  • Sit as a representative to facilitate and record discussions, decisions, and action items from selection committee discussions.
  • Identify favorable terms, pricing and contracts for IT goods and services ensuring alignment with MBLL policies and objectives.
  • Ensure that any infractions of MBLL compliance policies and procedures are documented and handled quickly and effectively.
  • Collaborate with internal teams to establish service-level agreements (SLAs) and key performance indicators (KPI) for inclusion into technology contracts. Prepare draft content for review.
  • Contribute to the creation of governance models that support ongoing vendor relationship and performance management.
  • Provide data and information to support reporting and dashboards for Vendor Management Office (VMO), and corporate needs.
  • Oversee the full technology contract lifecycle, review, and provide edits to contract documents based on renewals, changes, track contract milestones and deliverables, and ensure compliance with contractual obligations.
  • Work with Business Users, ITS Procurement Specialist to negotiate contracts and service-level agreements for cost-effectiveness, favorable terms and conditions, and alignment with MBLL's needs.
  • Manage contract renewals and ensure timely renegotiations or extension of existing agreements, including working with Business Users and Vendor Relationship roles to amend statement of work, draft a change order based on existing Master Service Agreements.
  • Collaborate with legal and procurement teams as required.
  • Establish and maintain positive working relationships with all internal and external interested parties.
  • Act as a trusted advisor to internal parties by providing sourcing insights, technology trends, and vendor risk considerations.
  • Present information to the Executive Management Committee and other committees when required.
  • Identify and communicate technology sourcing priorities and complimentary systems to improve ITS applications and operations.
  • Create and maintain a stakeholder matrix to assess the influence and interest levels of different stakeholders, prioritize them and tailor communication strategies accordingly.
  • Facilitate change management initiatives relating to technology vendor transitions or technology platform shifts.
  • Other related duties as assigned.

Primary Qualifications

  • Completion of a recognized degree or diploma program in Information Technology, Business, or an equivalent combination of education, certification, and experience.
  • Minimum of 5 years of experience in technology sourcing, vendor selection, or vendor management roles within the public sector environment.
  • Strong knowledge of technology categories, including software, hardware, Cloud services and IT consulting.
  • Strong knowledge of the end-to-end sourcing lifecycle and category management principles.
  • Understanding of software licensing, Cloud contracts and IT service level agreements.
  • Familiarity with risk management practices related to technology procurement, including data security and compliance.
  • Strong analytical, organizational, communication, relationship building and presentation skills.
  • The ability to work in a team environment and collaborate with internal and external interested parties.
  • Understanding of enterprise architecture principles as they relate to vendor solutions and IT alignment.
  • The core competencies for this position include achieving quality results, adaptability/managing change, communication, customer service, decision making and problem solving, integrity and building trust, teamwork and cooperation and valuing diversity. These competencies are deemed important for the success of the position and organization.

Secondary Qualifications

  • Experience in, or knowledge of, gaming, retail or distribution industries is an asset.

  • Experience applying IT governance frameworks (e.g., COBIT, ITIL) in sourcing or vendor performance contexts is an asset.

  • Experience with interpreting, translating and applyingcontract law, procurement standards, policies, and practices.

  • Experience with vendor portals, e-sourcing tools, or contract lifecycle management software is an asset.
