Halifax Regional Municipality (HRM) is inviting applications for one (1) permanent, full-time position of Senior Financial Consultant with Finance & Asset Management.

As a member of the Finance team and reporting to the Director of Financial Management and Operations, the Senior Financial Consultant provides professional financial analysis at both strategic and operational levels. While the position is housed within Financial Management and Operations, the successful candidate will be solely dedicated to supporting the Environment and Climate Change (ECC) business unit.

In this role, the Senior Financial Consultant will offer specialized financial guidance on the development, implementation, and monitoring of ECC’s operating and capital budgets. The position will emphasize long-term financial sustainability, the integration of climate-focused initiatives into corporate financial planning, and the alignment of fiscal strategies with Halifax Regional Municipality’s environmental goals. This includes advising on funding strategies, taxation implications, and the financial impacts of climate mitigation and adaptation initiatives.

As an integral member of the Finance service delivery team, the Senior Financial Consultant ensures adherence to generally accepted accounting principles and HRM financial policies. The consultant also plays a key role in translating strategic environmental objectives into financially viable plans, ensuring outcomes in business and strategic plans are fiscally sound and achievable.

DUTIES AND RESPONSIBILITIES:

  • Leads or assists in the development and oversight of key financial policies and processes so as to advance the organization’s strategic interests.
  • Assists in coordinating and planning the Budget for the organization as well as overall fiscal costs and policies.
  • Ensures that processes are maintained and improved to enable collection and analysis of information on a variety of key operational and capital issues. Identifies need for analysis and carries out or coordinates research, as required and prepares effective recommendations for action by the management team.
  • Keeps abreast of program, business and strategic trends and seeks opportunities to assist HRM and Business Units in the most effective ways possible. Identifies and researches best practices and processes problems into solutions or new opportunities.
  • Leads the review of HRM's various systems to ensure they are operating as intended and may provide training in using the information from these various systems.
  • Leads and develops recommendations for financial policy in conjunction with other Finance and Business Unit staff.
  • Leads or carries out analysis and costing of alternatives in support of corporate decision-making such as labour costs or other contract negotiations, lease versus buy decisions, new initiatives, special projects, or other financing considerations.
  • Actively participates on various committees as a representative of Finance to provide technical support and advice.
  • Prepares and makes presentations to HRM staff, senior leadership, Regional Council, Community Councils and the general public, as required.

QUALIFICATIONS:
Education & Experience:

  • Post-secondary degree in Business, Economics, Public Administration or related field and three years of broad financial management experience;
  • A professional accounting designation would be an asset;
  • Experience in project leadership, participation in projects as a professional finance resource or policy development and research;
  • Experience in leading change.

Technical / Job Specific Knowledge and Abilities:

  • Professional level knowledge of financial records and systems, budget and planning tools and methods, with demonstrated ability to apply this knowledge to programs and services and prepare, analyze and interpret complex financial and statistical reports on those operations.
  • Sound knowledge of cost benefit analysis, business case analysis, corporate financial modelling, advanced computer skills and the latest financial management technology.
  • Strong interpersonal and presentation skills.
  • Professional knowledge of strategic issues including economics, public finance, taxation, social policy and fiscal sustainability. This will include working knowledge of demographics, technology, economics, settlement patterns and climate change and how they will impact business units, costs and services over the near-term and longer-term.
  • Professional knowledge of the application of software, including Enterprise platforms, spreadsheets, and databases in accomplishing goals. Sound knowledge of the applications of statistical techniques.
  • Sound knowledge of municipal government accounting and reporting and generally accepted accounting principles.

WORK STATUS: Permanent Full-Time

HOURS OF WORK: Monday - Friday 8:30am - 4:30pm, 35 hours per week (overtime may be required during peak reporting periods) Flex options to work outside of these hours and hybrid may be available

SALARY: Non-union level NU 8 ($89,570 - $105,381 per annum). Salary will be commensurate with education and experience.
