Job Description:

The Safety & Emergency Preparedness Officer is responsible for the day-to-day coordination, operation and delivery of occupational health & emergency preparedness training and services in support of the College Occupational Health & Safety Management System. (OHSMS).

In the pursuit of a safe and healthy learning and working environment, the Safety and Emergency Preparedness Officer deals at an operational level, providing training, coordination and facilitation services and direct services support within all levels of the organization and the College community in matters of occupational health & safety and emergency preparedness. This includes direct liaison and support of the Joint Occupational Health & Safety Committee and related processes and the maintenance of fire safety plans and related documentation for emergency management.

The Safety & Emergency Preparedness Officer plans, develops, and implements training, awareness and exercise activities at all levels within the College community to continually improve corporate, student and staff preparedness.

Duties and Responsibilities:

Training, Awareness and Exercises:

  • Responsible for the development and management of a training system to support the continual development of the College community in Occupational Health & Safety, Fire Prevention, Emergency Procedures and Emergency Preparedness;
  • Develops, delivers or procures and facilitates the delivery of identified specialized safety and emergency preparedness related training programs within the College community in accordance with an accepted methodology;
  • Liaises with College Management staff to ensure the effective delivery of required training for staff and oversees the establishment of effective record keeping for all College staff safety related training activities;
  • Develops policy and procedure level documentation in support of emergency management framework and supporting plans;
  • Develops and implements integrated training and awareness initiatives for specific target groups, specialized staff with support and response roles, faculty and students;
  • Maintains personnel training records as required;
  • Develops and implements a training and exercise cyclical schedule, incorporating after-action recommendations into the planning cycle.

Assists in the maintenance of an effective internal responsibility system for health & safety through coordination, operation and delivery of the corporate occupational health & safety system.

  • Assists with the development and implementation of Occupational Health & Safety programs and standards;
  • Assists the Manager of OHS to maintain an effective safety inspection process for the Joint Occupational Health & Safety Committees (JOHSC) that identifies, prioritizes and actions response to safety inspection items;
  • Responds to accidents, follows-up accident reports and assists with accident investigations, as necessary;
  • Assists in the development and conducting of audits of management systems relating the implementation of occupational health & safety programs and standards;
  • Liaise with College Supervisory personnel regarding corrective measures related to accidents, hazard controls, safety inspections and provides technical guidance, as necessary.

Other duties as required and commensurate with the nature of the position.

Required Qualifications:

  • Minimum three (3) year Diploma/Degree in Occupational Health and Safety;

  • The Safety & Emergency Preparedness Officer must have the following special skills to fulfil the requirements of the position:

  • Computer skills, Report / Business Writing;

  • Time management and organizational skills;

  • Communication, negotiation, facilitation and conflict resolution skills Additional courses or programs of study related to Occupational Health and Safety and Fire & Life Safety;

  • Minimum five (5) years' experience in the following:

  • Technical writing experience for policy / procedure / program development;

  • Training systems and methodologies (workshops, public speaking, training, exercises);

  • Experience in a large, institutional workplaces;

  • Experience in accident investigation and related management systems;

  • Experience and technical knowledge in OHS training roles;

  • Experience working in a consultative role with at middle management levels and workplace parties.

  • This position is paid at Payband 10
