About the role

Basic Function:

Reporting to the Tax Collector/Manager, Revenue Services, this position is directly responsible for the implementation of an in-house water and wastewater utility billing model including leading the transition from the current third-party service provider in advance of the expiry of the current contract. Primary initial responsibilities will include setting up and implementing water, wastewater and storm water billing, supervision of associated staff once implemented, policy and procedure development and report writing.

Once implemented, the successful candidate will oversee the corporate billing functions within the Revenue Services team including regular utility and property tax billing processes. The position will provide guidance and direction to all Corporate Billing staff in daily activities upon completion of utility billing implementation.

Duties and Responsibilities:

  • Direct and coach the members of the corporate billing team.
  • Leads corporate billing efforts as it relates to water/wastewater, property taxes and stormwater if applicable.
  • Develop, review and/or update policy and procedure documents as required for utility billing implementation as well as on-going needs.
  • Ensures billing activities for property tax accounts and utilities are performed in accordance to governing policies and legislation.
  • Participates collaboratively with various County, public and municipal partners in building consensus towards influencing business planning, operational and budget decisions.
  • Complete audits to ensure accuracy of data input in both utility and property tax subledger.
  • Directly participates in and oversees the utility and property tax billing processes including billing, reminder notices, account adjustments and application of penalty and interest.
  • Participates in the development of Revenue Services strategic direction.
  • Ensure corporate and legislated standards of customer service related to area of responsibility are met.
  • Develops and maintains effective relationships with external legal professionals, government agencies, collection agencies and the public.
  • Remain current in relevant matters, including legislation, regulations, practices, procedures, developing trends.
  • Responds to inquiries and complaints and takes appropriate action in escalating situations.
  • Participates in the development of annual department budget requirements.
  • Download, analyze and distribute monthly billing summarizes for management.
  • Completes month end process as required for the Revenue Service team including penalty and interest application.
  • Prepares reporting and maintain key performance indicators for overall billing operations.
  • Ensure adequate back up and redundancies are in place for all billing functions to mitigate impacts of vacancies on customer service and overall revenue.
  • Report billing statistics on a monthly basis.
  • Act as the Tax Collector/Manager, Revenue Services in their absence.
  • Perform other duties as required

Requirements

Knowledge and Experience:
  • Post-secondary degree/diploma in a program such as business administration, accounting or equivalent.
  • A minimum of five (5) years of current related experience pertaining to revenue and utility billing operations.
  • Experience in software and process implementation.
  • Completion of the Municipal Tax Administration Program (MTAP) certificate or the ability to complete within 2 years of start date.
  • CPA designation considered as asset.

Skills and Abilities:

  • Excellent understanding of revenue billing methodologies and relevant legislation.
  • Experience with the implementation of financial systems and billing procedures.
  • Broad understanding and detailed knowledge of the pertinent procedures, rules, statutes, regulations and legislation including the Municipal Act.
  • Previous experience in Project Management/Software implementation.
  • Knowledge of the principles, practices and procedures of utility and property tax billing.
  • Ability to exercise discretion, judgement and work independently with a high degree of accuracy and initiative.
  • Proven multi-tasking skills with an ability to handle multiple items, projects and responsibilities.
  • Excellent communication and organizational abilities including detailed documentation and record keeping skills with capacity to work under pressure, listen effectively and deal with emotionally charged situations.
  • Excellent interpersonal and conflict resolution skills, demonstrated tact and professionalism in dealing with the public, staff, and any third-party agencies.
  • Computer expertise required in Corporate standard software (Microsoft Office) with proficient skills in Microsoft Excel to maintain statistical information along with general knowledge of department-specific software including Dynamics GP.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
