About the role
The Combat System Integration In-Service Support (CSI ISS) Training Integrated Product Team (IPT) Lead is an operational and strategic role responsible for leading and overseeing the analysis, design, development and integration of training and courseware in collaboration with synthetic trainers for the Combat System scope of the CSI ISS Program. This includes leading members of the technical training team while working across discipline and product teams, as well with key customer stakeholder groups and contracts to ensure that delivered training solutions meet the high standards and specific needs of the Royal Canadian Navy (RCN). This position will report functionally to the Engineering and Technology (E&T) Training Manager, technically to the Technical Director, and work financials with the Task Management Lead. The ideal candidate will be a proactive leader and dynamic manager who will invest their energy and focus on shaping training solutions through robust engagement with internal and external stakeholders. To enable success, the candidate will possess a deep understanding of military operations, training requirements, engineering processes and the ability to deliver cost-effective and innovative training solutions to the RCN.

- Education: Bachelors degree from an accredited college in an Education-related discipline, or equivalent experience/combined education, with 9 years of professional experience; or 7 years of professional experience with a related Masters degree; or 4 years of professional experience required with a related PhD;
- RCN Experience: Senior Staff Officer within a Training Establishment or Higher Headquarters Force Generator
- Broad understanding of CAF training establishment and processes
- Experience in instructional systems design and courseware authoring tools;
- Experience with training analysis, design, development and evaluation of comprehensive training programs. Familiarity with the Canadian Forces Individual Training Education System and RCN Collective Training System is required;
- Experience with Lockheed Martin Combat Management System (CMS) 330
- Excellent technical communication skills to articulate priorities and support regular internal and external engagement;
- Ability to manage work across teams associated with training and courseware design, as well as trainer systems and trainer design, to meet defined program milestones and advance Operator and Maintainer readiness through LM delivered products and services;
- Ability to effectively plan, employ AGILE processes, delegate tasks and status work to meet defined program milestones;
- Ability to participate, contribute and brief stakeholders across a multitude of working groups, program rhythm and governance meetings to resolve issues, adjudicate misalignments and provide advice, mitigate risk, maintain schedule and deliver quality products and services that meet or exceed RCN requirements;
- Experience in performing the role of Cost Account Manager and familiarity with Earned Value Management processes;
- Previous experience managing a complex and evolving schedule involving multiple stakeholders and subcontractors;
- Ability to understand and continually confirm the long-term vision of delivering the overall training solution for the CSI ISS program;
- Combat System Trainer experience to stimulate link between mission roadmaps and Operational solutions and Lockheed Martin synthetic training solutions, as well as internal research and development activities;
- Relationship-focused mindset and a proven ability to support RCN Director-level initiatives; and
- Ability to summarize and action staffing requirements with functional managers to identify, grow and position skilled professionals to complete technical work.
Additional skills desired for the role
- Familiarity with RCN current and future ship platforms;
- Familiarity with maritime Combat Systems, including Radars, Combat Management Systems, Communications, Weapons, Navigation, Electronic Warfare, Underwater Sensors;
- In-depth knowledge of RCN Operator and Maintainer roles and responsibilities related to the Combat Systems Suite;
- Familiarity with the synthetic training environment and advanced training.
- Familiarity with Dynamic Object-Oriented Requirements System (DOORS), JIRA, VEMO, Windchill, Confluence and Microsoft Office;
- Strong project management skills to support the entire lifecycle of training solutions development, implementation and delivery;
- Agile Scrum Master and Product Owner experience;
- Familiarity with 1LMX digital transformation and related resource planning, collaboration and training software/toolsets;
- Detailed understanding of emerging technology, standards and software across industry to advance Program product and service solutions;
- An ability to work independently and proactively to meet team, program and customer needs;
- Collaborative spirit to work effectively with and across other IPTs as internal and external stakeholder groups;
- Innovative thinking to bring new ideas and improvements to the program;
- Adaptability to respond to changing requirements and integrate new technologies; and
- Ability to communicate in French is considered an asset.
