The CBE understands the future of work is flexible. In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week. A minimum of two days must be in the office. At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements.

Position Description

Purpose

The purpose of this job is to establish and oversee the operation of the CBE’s facility asset management information system to track and store data related to physical condition of the corporate facility assets. The data collected will inform decisions related to the renewal or replacement of Calgary Board of Education (CBE)’s facilities and facility systems and to manage the collection and periodic updating of the condition data.

Accountability

This job is accountable to:

  • Design and establish a facility condition program that spans the full CBE facility portfolio (all CBE schools, plus support buildings). This includes but is not limited to identifying facility systems that require tracking, asset tracking naming conventions, effective and efficient mechanisms to collect data, establishing data collection cycles/schedules, etc.;
  • Establish comprehensive mechanisms to report on facility conditions that can easily identify optimal timing for individual facility system replacement or when larger facility level capital investments would be appropriate;
  • Establish an effective and collaborative rapport with Subject Matter Experts (SME), contracted design professionals, and cost consultants to ensure the accuracy of all collected data;
  • Provide strategic guidance regarding renewal, modernization, or replacement of our facilities while considering educational programming needs, improved space optimization, utilization, Facility Condition Index (FCI), and energy performance;
  • Collaborate with the Planning department to assess the impact of population growth or contraction within municipal districts when considering renewal priorities;
  • Provide investment recommendations for consideration when compiling the Three-year Maintenance & Renewal (M&R) Plan;
  • Build and lead a team for the collection, processing, analysis, and management of CBE’s facility condition data;
  • Lead, motivate, and mentor any direct reports, including communicating clear expectations, setting performance objectives, providing regular, timely, and constructive feedback, providing guidance on professional growth, and monitors staff well-being;
  • Ensure compliance with established (CBE) standards, values, and purpose, as well as building codes, regulations, and safety guidelines;
  • Ensure accurate and effective utilization and optimization of monetary and human resources;
  • Appropriate retention of contracted building assessment services
Major responsibilities
  • Lead the development, maintenance, and information gathering for the Asset Management database.
  • Ensure accurate data to support decision making for capital improvements within the facility portfolio.
  • Oversee building condition assessments and audits.
  • Compute the Facility Condition Index (FCI) for all CBE owned facilities to identify high need facilities within the portfolio.
  • Provide guidance and recommendations regarding development of the Three-Year M&R Plan and the Three-Year School Capital Plan.
  • Prepare technical reports detailing buildings and portfolio condition summaries.
  • Remain current on the latest codes and best practices related to asset management, facility design, redevelopment, and accessibility.
  • Provide recommendations on strategies and practices to extend the life of facility systems and assets
  • Develop accurate estimates utilizing site visit measurements, existing drawings, material quantity takeoffs, historical cost information, and other relevant data.
  • Prepare Requests for Proposals (RFPs) for the engagement of outside consultants for the delivery of Facility Condition Assessments in accordance with the CBE’s purchasing policy and practices. Monitor the financial aspects of the contracts, manage the consultant’s performance and implement strategies to ensure the timely and accurate delivery of reports.
  • Hire and promote temporary and/or permanent staff. Monitor and evaluate performance in relation to expected levels of service delivery and conduct. Identify areas of growth and concern of direct reports as required, ensuring the concepts of natural justice and fairness for the employee. Carry out disciplinary actions, up to and including termination, as required. May be required to supervise accredited, professional staff.
  • Plan and establish work programs to ensure the maximum efficiency of staff and resources. Schedule and estimate work for staff. Provide job briefings, supervise work in progress, and inspect completed work. Ensure work crews have all necessary equipment, supplies, and materials to perform their work.
  • Administer, and demonstrate an understanding of the employment terms and conditions of work unit staff, based on the applicable collective agreement(s) and provide input to the management bargaining team, as required.
  • Promote and exemplify excellence in customer service. Ensure an effective support link to the Area Maintenance Supervisors and Facilities Team Leaders.
  • Motivate staff members, build morale, and facilitate operational understanding. Create and foster a teamwork environment. Foster ongoing staff growth and development. Encourage and support staff in taking initiative and practical risks to advance progress in their work. Willingly transfer knowledge and skills to others and mentor colleagues and subordinates based on own expertise.
  • Create an environment of trust where staff can provide feedback openly. Create an environment that facilitates and embraces change. Develop and maintain a mechanism for team involvement and acceptance of innovation. Demonstrate and encourage enthusiasm even in complex, challenging situations. Lead by example.
  • Respond to inquiries from the public, school administration, Superintendents Team, and elected officials about facility conditions and requests for improvement. Deal with sensitive and confidential issues using well-developed discretion and judgement. Engage people in conversation in a positive and enthusiastic way to develop shared understanding, listening receptively in order to find common ground. Demonstrate an understanding of, and sensitivity to, the potential impact of communications on others and on the organization.
  • Develop and maintain positive and effective problem-solving skills. Present complex information and policies in a clear, concise, and polished manner, tailored to the audience. Develop communication strategies and ensure that the right information gets to the right place or person at the right time.
  • Participate in the pre-planning and planning of major capital construction projects.
  • Keep abreast of trends and advances in relevant technology.
Qualifications

Education and Experience

  • Completion of a Bachelor of Science in Engineering, Architecture or Asset Management from an accredited University with five (5) years of progressively more responsible experience with an emphasis on aging infrastructure, facility management, operations and maintenance, or building condition assessments and audits; or
  • A Diploma in Architectural or Engineering Technology from an accredited post-secondary Institution with eight (8) years of progressively more responsible experience with an emphasis on aging infrastructure, facility management, operations and maintenance, or building condition assessments and audits;
  • Three (3) years of supervisory experience would be considered an asset
  • Eligibility for membership in the Association of Professional Engineers, Geologists, and Geophysicists of Alberta (APEGGA) or the Alberta Association of Architects or The Association of Science and Engineering Technology Professionals of Alberta (ASET) or PEMAC Asset Management Association of Canada;
  • An equivalent combination of directly related post-secondary education and directly related experience and leadership may be considered.
  • Experience with budgeting and expenditure control techniques in a publicly funded setting.
  • Expertise in two or more technical disciplines (architectural, electrical, mechanical, structural, civil, or construction management) would be an asset
  • Proficiency with ARCHIBUS, CAD, and BIM would be an asset.
  • Must possess a Class 5 operator’s license and provide a current abstract.

  • Must be able to work effectively in a team orientated work setting of high volume workloads combined with multiple and tight timelines.
