The Ministry of SaskBuilds and Procurement (SBP), where infrastructure, procurement, real property, facility management, logistics and information technology meet to enable the Government of Saskatchewan’s Growth Plan and programs and services for citizens and communities.
The Opportunity
The Ministry is seeking a highly skilled and collaborative leader to provide strategic leadership and direction to the Procurement Management Division as Executive Director, Strategic Sourcing. Reporting to the Chief Procurement Officer (CPO) and as an integral member of the senior management team, this position will:
- Provide strategic leadership and direction to the Procurement Management Division;
- Provide senior leadership to the Ministry on procurement and contract management framework;
- Contribute to the development of a Ministry-wide Indigenous engagement strategy;
- Demonstrate exceptional leadership abilities through collaboration and teamwork;
- Participate as an active member of the Ministry’s senior leadership team;
- Uphold the Ministry’s values of respect and integrity, serving citizens, excellence and innovation, and acting as one team;
- Engage a team dedicated to building and maintaining strong relationships with clients and stakeholders; and
- Develop and implement a strategic approach to economic development aligned with Saskatchewan’s Growth Plan.
The Executive Director, Strategic Sourcing responsibilities will:
- Responsible for developing a comprehensive strategy for sourcing construction, goods and services and business technology solutions for all applicable provincial government entities and implementing the strategy to enable best value procurement for all of government.
- Provide strategic and operational oversight to all procurement teams, including Business Technology Solutions, Construction, and Goods and Services. This includes providing advice and guidance on complex negotiations and competitions. Oversee the procurement process, including procurement strategy, document development, posting, vendor evaluation and award.
- Lead implementation of the procurement strategy, ensuring alignment with category strategy and ministry policies. Manage current procurement policies, procedures, and programs with a focus on their ability to enhance organizational value and efficiency; meet regularly with respective branches regarding procurement for their understanding and/or recommendations to strengthen policies and procedures and develop, communicate and implement new/revised policies, procedures and programs as needed.
- Identify strategic supply partners and build relationships to deliver against procurement strategy.
- Work collaboratively with Strategic Policy and Planning and Supplier Relationship Management leads to developing and disseminating procurement policy and education, implementing and maintaining category management, and ensuring that information is shared between the teams to inform sourcing and purchasing decisions.
- Develop team members and inspire a culture of collaboration, innovation, and client-centricity across the team, aligned with Commitment to Excellence by embodying the right behaviours at the leadership level.
- Collaborate and negotiate with internal and external stakeholders to ensure services are provided effectively and efficiently, balancing stakeholder needs while aligning with provincial interests, priorities, and government policy direction.

- Think creatively, identify opportunities for improvement and growth, inspire and motivate their team, take calculated risks, embrace change and new technologies, and adapt to evolving business environments.

Typically, the knowledge, skills and experience required to be successful in this position would have been obtained through:
- Completion of an undergraduate degree in administration, commerce, economics or a related field of study, supplemented with extensive directly related experience in strategic planning and legislative and policy development; and
- Extensive senior leadership experience with proven success leading a high-performing team.
