Position Summary
Reporting to the Supervisor, the Drainage Technologist is responsible for maintaining drainage infrastructure to existing as built plans and when necessary, addressing drainage issues affecting infrastructure within the road right of way and adjacent drainage easements. The Drainage Technologist will be responsible for investigating drainage complaints from the public and developing solutions to mitigate infrastructure and property damage. A sound knowledge of the Alberta Environment and Protected Areas (AEPA) Water act and Department of Fisheries and Oceans Regulations is required to provide solutions regarding Stormwater Management.
The Drainage Technologist is responsible for the management of emergency pumping during storm events, private pumping permits and the sourcing of water and Temporary Diversion License applications to AEPA including reporting of water use for County projects and programs.
Management of contractors and staff to implement maintenance and drainage solutions as they relate to a priority maintenance program to ensure the County is effectively managing approved budgets.
Core Accountabilities
Administration
- Completion of Alberta Environment and Protected Areas (AEPA) for the annual Temporary Diversion License and determine suitable water sources throughout Rocky View County and adjacent Municipalities for annual construction and maintenance activities.
- Be familiar with submitting AEPA Water Act applications using the Digital Regulatory Assurance System.
- Facilitate Licenses of Occupations (Alberta Public Lands).
- Complete application reviews of pumping requests and provides comments and conditions for issuance of pumping permits.
- Provides support for the prioritization and management of contract and internal resources during emergency flooding events
- Responsible for the Disaster Recovery Program and collection of all supporting documents in the event of natural disasters.
- Obtain workspace and easement acquisitions for drainage and road maintenance projects.
Implementation I Oversight
- Inspections of the culvert inventory including management and prioritization of a repair and replacement program.
- Responsible for the winter and summer maintenance of County drainage canals and ditches.
- Supervise the work crews and contractors responsible for the repair, maintenance, construction of drainage infrastructure
- Understanding of Fisheries assessments and site classifications including management of beaver dam removal program.
- Understanding of the Environmental Quality Guidelines for Alberta Surface Water and the provincial wetland classification and inventory including the provincial restoration and compensation program.
Communication
- Assist with the prioritization of the Stormwater Capital Plan policy 459. Identifying and scoping projects that negatively impact County infrastructure and private property.
- Attend meetings and represent the County on provincial and intermunicipal initiatives.
- Responds to requests, inquiries and concerns from the public and homeowner associations as they relate to policies and procedures within the department
- Liaises with other County departments as well as outside agencies and contractors. Including but not limited to Alberta Environment and Protected Areas, Department of Fisheries, Western Irrigation District, and adjacent Municipalities.
Position Requirements
Completion of a bachelor’s degree or an equivalent combination of Certified Engineering Technologist (CET) - Registered Engineering Technologist (RET) with a minimum of five (5) years in-depth road construction / stormwater management.
- Must be able to work in a team environment and collaborate with multiple groups to provide optimal solutions and current, relevant information.
- Stay current with evolving technology and software, particularly database management systems and GIS-based applications and make recommendations for hardware/software changes and updates based on the Department’s needs.
- Strong working knowledge of project and contract management, Alberta Traffic Control Guidelines, AutoCAD, GPS surveying, GIS applications, land title systems (cadastral), and sediment and erosion control practices.
- Possess a valid Class 5 drivers’ license.
- Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
- Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
