About the role

Position title: W8476-256998 - Business Analyst - Level 2

Working Status: All services must be provided on-site at one (1) of the following DND Facilities in the National Capital Region. These locations may include, but are not limited to:

Locations:

a. 45 Boulevard Sacre-Cœur, Gatineau, Québec;

b. 1941 Robertson Road, Ottawa, Ontario;

c. 60 Moodie Drive, Ottawa, Ontario;

d. 1920 Research Private, Ottawa, Ontario;

e. 130 Bentley Avenue, Ottawa Ontario.

Security: Secret – Must be Canadian Citizen

Client: DND

Contract Duration: 1 year

Hours: 7.50 hours a day

MANDATORY CRITERIA

  1. The Bidder must demonstrate that the proposed resource has a certificate, diploma or degree in one (1) of the following from a recognized* Canadian post-secondary institution, or the equivalent as established by a recognized* Canadian academic credentials assessment service, if obtained outside of Canada:

· Business Administration

· Business Information Systems

· Business Management

· Computer Science

· Information Systems

· Information Systems Management

· Management Information Systems

  1. The Bidder must demonstrate that the proposed resource has a minimum of sixty (60) months of combined experience within the last one-hundred and twenty (120) months as a Business Analyst on a Major Project responsible for the management and optimization of two (2) of the following:

· Project processes;

· Automated and computerized systems;

· Change Management;

· Future capacity requirements; and

· Existing and future human resources

Rated Criteria

  1. The Bidder should demonstrate that the proposed resource has a minimum of twelve (12) months experience in the last one-hundred and twenty (120) months performing planning during various use cases, initiatives, or projects

  2. The Bidder should demonstrate that the proposed resource has a minimum of twelve (12) months experience in the last one-hundred and twenty (120) months in monitoring and reporting on key performance indicators.

  3. The Bidder should demonstrate that the proposed resource has a minimum of twelve (12) months combined experience in the last one-hundred and twenty (120) months in transforming record repository into SharePoint environment and with Project Management Requirements tools, such as DOORS.

  4. The Bidder should demonstrate that the proposed resource has a minimum of four (4) of the following:

a. Microsoft 365 Certified: Teamwork Administrator Associate Certification; or

b. Microsoft Certified Technology Specialist; or

c. SharePoint 2010 Certification; or

d. Microsoft SharePoint 2010, Application Development (MCPD) Certification; or

e. Microsoft Certified Professional; or

f. Microsoft Specialist: Microsoft SharePoint; or

g. Microsoft Certified: Azure Fundamentals; or

h. Microsoft 365 Certified: Fundamentals; or

i. Microsoft Power Automate Essential Training; or

j. SharePoint Framework for Developers: 1 – Understanding the Toolchain; or

k. SharePoint Framework for Developers: 2 – Authoring and Debugging Solutions; or

l. Nintex Workflow Pro; or

m. Microsoft PowerApps: Using the Common Data Service; or

n. Microsoft Certified: Power Platform Fundamentals; or

o. Record Data Information Management System (RDIMS); or

p. Qualiware; or

q. DOORS.

Tasks

The Contractor's resource must provide the services of a subject matter expert (SME), supporting the business requirements for LISRM. These tasks may include, but are not limited to the following:

a. Develop and document statements of requirements for considered alternatives;

b. Perform business analyses of functional requirements to identify information, procedures, and decision flows;

c. Evaluate existing procedures and methods, identify and document items such as database content, structure, application subsystems;

d. Define and document interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems;

e. Establish acceptance test criteria with client; and

f. Support and use the selected departmental methodologies.

g. Evaluate and select appropriate technologies, frameworks, and tools for implementing business solutions by considering factors such as security requirements, scalability, interoperability, and compliance with DND/CAF standards.

h. Collaborate closely with all stakeholders on the project to understand operational requirements, incorporate feedback and ensure alignment with project goals.
