Position Summary Project Director, Planning & Development – Long-Term Care Development NYGH is embarking on the largest capital expansion in its history. Plans are underway for two major capital projects – a new LTC Development (LTCD) on the 4000 Leslie St Site, and a New Patient Care Tower (NPCT) addition on the 4001 Leslie Street site. The LTCD project will feature an advanced large urban long-term care home, while the NPCT will house major acute care services, including an emergency department, surgical suite, as well as inpatient programs. The Project Director will provide leadership for the implementation of the LTC Development project, through its construction and occupancy phases being delivered through construction management contract. The Project Director will provide oversight and management of the project team, including both internal and external resources; direct the implementation of the project through its different phases, including construction, FFE planning and implementation, operational readiness and occupancy planning; work with the Executive Lead to facilitate project approval processes through internal committees, Ministry of Long-Term Care, City of Toronto, and other Authorities Having Jurisdiction; act as lead project representative and direct the work of external partners including consultants, contractors and vendors; facilitate reporting on project performance and progress.

On a practical level, you will

  • Have overall responsibility for the management and delivery of the new Long-Term Care Development (LTCD) project in accordance with approved project vision, scope, budget, schedule, and quality.
  • Ensure appropriate resourcing of the project team, including, optimizing project team structure, hiring internal resources and engaging consultants.
  • Reporting to the Executive Lead, act as NYGH lead for LTCD project team through construction, FFE planning and implementation, operational readiness and occupancy project phases.
  • Act as NYGH project representative and prime contact for external partners, including designers, contractors and all other project consultants.
  • Provide regular ongoing reporting on project status, cost, schedule and risks.
  • Lead NYGH team to obtain key approvals from Hospital Leadership and from MLTC.
  • Manage processes for municipal approvals processes for Zoning, NOAC and Site Plan Approval.
  • Work with Clinical Leadership and other stakeholders to ensure alignment with project deliverables.
  • Identify and facilitate resolution of project issues, escalate to Executive Lead.
  • Develop and implement strategies to effectively manage contracts and negotiate changes/variations to contract agreement for all services in the new development.
  • Oversee and develop plans for operational readiness and occupancy planning.
  • Develop staff utilization plans to ensure adequate resources to execute project and maintain responsibility for developing and executing human resources strategies for attracting, hiring, managing, developing and motivating project team staff.

Qualifications

  • Undergraduate degree in Architecture, Engineering, Business, Project Management or relevant field; Master’s degree preferred.
  • Project Management Professional Designation (PMP) preferred.
  • Minimum of 10 years’ experience in capital/construction project leadership required, with large-scale, complex projects in a healthcare setting, preferably through construction management contracts.
  • Demonstrated experience delivering large complex projects (preferably LTC/Health) and navigating processes within Ministry of Health and/or Ministry of Long-Term Care, City of Toronto and other authorities having jurisdiction.
  • Demonstrated experience providing strategic leadership in all aspects of project delivery, including functional programming, urban planning, design development, engineering and construction, operational readiness and occupancy planning.
  • Ability to direct the work of project team, consultants and stakeholders in a fast-paced, results and schedule-driven environment.
  • Ability to manage complex and concurrent project activities, meet deadlines and manage change is essential.
  • Excellent skills in managing diverse stakeholder relationships, negotiation, consensus-building, communication and interpersonal skills to deal with many different internal and external partners.
  • Experience with contract and administrative management of complex capital projects.
