As a Funding and Investment Consultant, you will be part of a team responsible for developing growth-related financial strategies and investment recommendations, including The City's Off-site Levy Bylaw. You will work closely with planning, infrastructure, and finance teams to develop long-term financial strategies and tools to invest in growth related public infrastructure. You will also support the communication and messaging of The City's approach to the financial impacts of a growing city to enable transparent, informed and sustainable investment decisions. The ability to work in a complex and ambiguous environment with multiple partners and competing interests is key. The successful applicant will be expected to support existing programs, support cross-corporate teams, as well as offer new and innovative ideas. Primary duties include:
- Collaborate with Levies Leads to update and operationalize future updates to the Off-site Levy Bylaw.
- Lead and/or support projects reviewing growth-related funding strategies and tools.
- Support a strategic growth approach in city building, with a focus on funding and financing tools and strategies.
- Collaborate and consult with internal subject matter experts from various departments across The City with high quality internal and external relationship management, navigating different priorities and points of view.
- Prepare formal reports and attachments for Council using eSCRIBE.
- Collect, analyze and communicate complex financial, capital and/or land development information and data to support decision making.
- Support or present project related materials and recommendations to various audiences, including senior administration, external parties, and Council.
Qualifications
- A degree or professional designation in Business, Economics, Finance, Accounting, Planning, Engineering or a closely related discipline, supplemented with at least 8 years of experience.
- Equivalent combinations of experience and education may be considered.
- Strong financial and political acumen is essential for success in this role, and a high-level understanding of corporate capital, finance, and planning processes is an asset.
- Experience in commercial, residential, industrial land development or real estate is an asset.
- Experience and knowledge with evaluating, consolidating, or analyzing a variety of data using Geographic Information Systems (GIS) is an asset.
- Successful performance in this position requires demonstrated achievement in the following competencies:
- Ability to take initiative in an ambiguous, often changing environment;
- Advance relationship building, collaboration and leadership skills;
- Strong project management and change management skills;
- Excellent communication and presentation skills; and
- Working knowledge of municipal government legislation, bylaws, policies and processes.

Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
