About the role

Position Summary Reports to: Health and Safety Manager The Health & Safety Tunnel Lead is responsible for overseeing and implementing comprehensive health and safety strategies across all phases of underground infrastructure projects. This role requires specialized knowledge of tunneling operations, confined space entry, geotechnical hazards, and heavy civil construction safety protocols. The HSM leads by example, especially in high-risk or crisis situations, ensuring a culture of safety and compliance throughout the organization.

The HSC Key Responsibilities Are

  • Implement and maintain the Health and Safety Management System (HSMS) tailored to tunneling and underground construction.
  • Develop and update project-specific safety documentation (Tunnel Safety Plans, Emergency Response Plans, Confined Space Entry Procedures, etc.).
  • Ensure compliance with local, provincial, and federal regulations, including MOL, OHSA, CSA standards, and tunneling-specific codes of practice.
  • Conduct Tunnel Safety Risk Assessments in collaboration with engineering, geotechnical, and operations teams.
  • Monitor and enforce safety protocols related to:
  • Ventilation and air quality monitoring
  • Ground support and rock fall protection
  • Pressurized environments (e.g., TBM operations)
  • Fire and explosion hazards
  • Emergency egress and rescue procedures
  • Coordinate with subcontractors and third-party consultants to ensure alignment with project safety standards.
  • Lead tunnel-specific safety training programs, including:
  • Confined space entry and rescue
  • TBM operation safety
  • High-pressure compressed air work
  • Emergency evacuation drills
  • Conduct regular inspections and audits of tunnel worksites, including shafts, portals, and underground chambers.
  • Track and report tunnel-specific safety KPIs, incidents, and near-misses; analyze trends and recommend corrective actions.
  • Participate in daily and weekly coordination meetings with construction, engineering, and client representatives to address safety concerns.
  • Support HR and project leadership in onboarding tunnel workers with safety orientations and job hazard awareness.
  • Lead incident investigations and root cause analyses for tunnel-related accidents or unsafe conditions.
  • Maintain strong relationships with regulatory bodies, emergency services, and industry safety organizations.
  • Champion a proactive safety culture by engaging workers, supervisors, and leadership in continuous improvement initiatives.

Education And Qualifications

  • Bachelor’s degree in Occupational Health & Safety, Engineering, or a related field; Master’s degree is an asset.
  • Minimum 5 years of experience in health and safety management, with at least 3 years in tunnel or underground construction.
  • In-depth knowledge of tunneling methods (e.g., TBM, NATM, SEM, cut-and-cover) and associated risks.
  • Certifications: COR Auditor, ISO 45001 Internal Auditor, Confined Space Entry & Rescue, First Aid/CPR, and CSP or CRSP preferred.
  • Familiarity with OSHA, OHSA, CSA Z1006, and other relevant tunneling safety standards.
  • Strong leadership, communication, and analytical skills.
  • Proficient in Microsoft Office and safety management software (e.g., SiteDocs, EcoOnline, Intelex).

Job Requirements

  • Lead and mentor a team of safety professionals across multiple tunnel sites.
  • Develop and implement tunnel-specific safety initiatives and emergency response protocols.
  • Conduct hazard identification and risk assessments for underground activities.
  • Collaborate with engineering and construction teams to integrate safety into design and execution.
  • Maintain accurate records of inspections, incidents, and training.
  • Represent the company in safety-related meetings with clients, regulators, and industry groups.
  • Stay current with emerging technologies and best practices in tunnel safety.
