POSITION FUNCTION Participate in the work of the accounting, financial planning, and revenue section of the Financial Services Division.

KEY DUTIES Prepare and support the analysis and administration of the job cost system; invoice various outside agencies for restoration and City services; prepare month end, year end and adjusting journal vouchers; review and monitor journal vouchers to be posted to the general ledger.

Provide analysis of financial information in support of the administration of the municipal operating and capital budgets.

Maintain month end procedures; prepare various reconciliations and financial reports; prepare reports and spreadsheets for financial analysis as required; assist in the preparation of annual financial statements and working papers.

Respond to enquiries from staff, department clients and outside agencies; provide advice and guidance relating to accounting and financial procedures; participate in annual budget and year end procedures; participate on corporate financial projects and committees as required.

Participate in the development and implementation of budget, revenue, and accounting policies, procedures and standards for all Financial Services functions; assist in the planning, implementation and improvement of financial systems as required.

Perform related duties where qualified.

INDEPENDENCE Work is performed according to established procedures or is assigned by supervisor.

Work is reviewed through discussions with supervisor.

Issues such as policy development and major financial variances are discussed with supervisor with recommendations.

Key Skills And Abilities Understand and apply accounting techniques related to municipal accounting and budget processes.

Organize and prioritize work.

Communicate effectively verbally and in writing.

Interpret related policies and regulations.

Advanced level operation of current City of Victoria financial and spreadsheet programs.

Provide technical guidance and advice to user departments.

Self-motivated to produce work to a high standard.

Qualifications Formal Education, Training and Occupational Certification: High school graduation.

Completion of third year equivalency of CPA, CPA-CA, CPA-CGA, CPA-CMA. (3 years)

Experience 2 years of related experience in computerized accounting.

or an equivalent combination of education and experience.

Other Maintain up-to-date knowledge of accounting and budgeting techniques.

May be requested to substitute in a more senior position.
