Reporting to the Director of Operations, the Senior Manager provides leadership and direction in the management and supervision of citywide roads and sidewalks, including regional roads, contract administration, winter maintenance, special events, and the sign shop. Leads and directs lifecycle projects in the division.
Key Duties and Responsibilities:
Service Delivery
- Develops maintenance models and undertakes specialized studies to manage both City and contractor resources.
- Meets and exceeds minimum maintenance standards as legislated by the province or dictated by Council.
- Mobilizes resources to address and mitigate the weather-related impacts on the City’s transportation network both proactively and reactively (e.g., ice storms, major winter storm events, etc.).
- Reviews legislated change impacts with neighbouring municipalities and external associations (e.g., OGRA, AORS, etc.) to initiate enhanced maintenance programs, emergency response (storms) both winter event and summer rain event.
- Manages both annual and multiyear capital plans for lifecycle replacement and new infrastructure projects.
- Oversees the delivery of capital projects within the right of way balancing the needs of users and permit/agreement holders.
- Ensuring timely replacement of Citywide assets based on condition assessment while viewing opportunities based on the total cost of ownership lens.
- Leads and manages all functions of the Corporate wide Winter Maintenance including service delivery from customer contacts (ACR), maintenance of the Citywide hard surfaces network, emergency storm response, regular maintenance such pot hole repair, windrow removals, snow load and haul from business districts (and the communication of potential impacts to senior staff and Council) oversight of contractors and contracted services, capital project recommendations, development of specifications, oversight and reporting, public education and public outreach.
- Undertakes specialized review and analysis to ensure the City’s winter maintenance delivery models either meet or exceed legislated service delivery with lens on reducing City’s risk to exposure for claims, processes over 60 on average annually with the objective to reduce claims.
- Regularly reviews and evaluates service delivery methods and processes with a view to streamlining / updating practices and fostering excellence in customer service; participates in the formulation and evaluation of performance measures and benchmarking, and tracks results looking for performance based and best value solutions for the corporation.
Road/Survey Network
- As the Road Authority, manages to citywide Road Infrastructure and customer request processes inclusive of all year-round operations and maintenance and emergency road closures.
- Leads and manages the City’s Roads/Survey network including City-wide 24/7 right of way maintenance and rehabilitation functions including directing and monitoring emergency, preventative and regular maintenance (inclusive of winter maintenance) of City infrastructure.
- Manages the work order system and customer service requests (ACRs) through supervisors based across the City.
- Ensures value for money from the engagement of consultants and contractors to ensure delivery of best value, timely execution and delivery, and extended lifecycle impacts.
- Has responsibility as the accountable leader for all roads, sidewalks, multiuse paths, parking lots, catch basins/access holes, horizontal monuments and both road occupancy permit requests: risk analysis, recommendations for standards and levels-of-service; policy and procedure development; development of mitigation strategies related to Climate Change and related weather events winter and summer that could have a major impact on the infrastructure and resources.
Team Leadership
- Leads the development and implementation of long-term strategic plans for the Roads Division, which align with Council’s Strategic Plan, City’s Business Plan, customer / community needs, and legislative requirements.
- Manages the financial and human resource requirements of the division and ensure capital projects are completed within the corporate target of 80% completion.
- Manages both in-house, contractor resources with neighbouring municipalities to align service delivery agreements/programs, and emergency response (storms) with intent to return to normal.
- Develops annual business plans and reports on results related to achievement of targeted goals and performance measurements.
- Manages performance and addresses issues of this mobile work force distributed across the City by function and areas.
- Accountable for the safety of all users who participate in Special Events located on the road right of way and associated support staff, equipment and resources.
- Provides leadership to a team of union and non-union staff advancing citywide responsibilities win the Roads and Survey division, which operates 24/7.
- Develops good business practices and innovations to manage the City’s core assets in accordance with legal and regulatory requirements and the City’s asset management plan.
- Responsible for all federal and provincial imposed regulations including Occupational Health and Safety for City staff, contractors, and hard surface network users.
- As a member of the department’s senior management team, works collaboratively and provides support to the Parks and Forestry, Fleet, Business and Technical Services, Public Realm, and Tree preservation functions.
- Undertakes the management of issues and opportunities for the department including corporate initiatives.
- Required to participate in Emergency Management training in order to attend EOC, onsite response to emergencies and to establish a Departmental Emergency Operational Centre.
- Participates as a member of the Operations Department management team providing input on work planning, fleet acquisitions and strategic/business initiatives; leads and/or participates on corporate project teams; and champions the corporate vision / mission and commission/department division goals among co-workers and colleagues.
- Provides back-up support to the other managers within Operations, as requested/required; acts in the absence of the Director of Operations.
Risk Management / Compliance
- Identifies and evaluates risk related to staff, public safety, infrastructure and assets as well as issues related to the liability of the corporation and recommends/actions responses to eliminate or mitigate circumstances while ensuring appropriate issue escalation as per CFS protocols.
- Participates as a member of the Operations Department management team in Emergency Operations Centre and at the Departmental EOC.
- Ensures compliance with many regulatory and legislative requirements.
- Ensures management of responsibilities in compliance with the Municipal Act, the Occupiers Liability Act, Occupational Health and Safety Act, Highway Traffic Act, Environmental Protection Act, Ministry of Environment regulations and well as City bylaws and policies.
- Manages and coordinates the inspections / repairs, auditing and associated record keeping and regulatory compliance of JHSC, hard surface network and necessary actions as a result of findings.
- Manages staff deployment and assignment of resources in emergency situations working with department managers to affect a priority-based response focused on key deliverables in descending priority from public safety, road network access, pedestrian access, private property damages and impacts and City facilities.
- Oversees the preparation and submission of the annual Environment Canada Salt Management Plan. Ensures related policy and procedures are legislatively compliant and reflect best and current practice.
Relationship Management / Communications
- Attends meetings with senior staff and elected officials including General Committee, Council, the Mayor and CAO and CFS Commissioner and presents information and professional insight, total cost of ownership perspective, customer service and general service level impacts along with potential risks for consideration. Engages additional subject matter experts and consultants as required to present relevant information with full representation of facts for consideration. Prepares memos, briefing notes and reports for circulation and presentation/explanation to elected officials and senior staff as requested.
- Acts as a resource to the Corporation providing subject matter expertise and supporting documentation to the Director of Operations and senior staff as requested with respect to hard surface network, green infrastructure, contract management, daily operations and oversight including impacts to other departments and stakeholders. Collaborates and provides expertise with respect to Citywide initiatives including cross-commission department leadership of new development, LID infrastructure and engineering projects.
- Actively participates and contributes to department management team meetings, cross commission road right of way development meetings, commission leadership meetings, committee meetings, stakeholder partner meetings as assigned or invited and roads/survey/utility supervisor meetings adding value and department oversight with respect to cost controls and changing trends.
- Manages relationships with stakeholders and partners ensuring productive negotiations with projects and ongoing issues related to roads/survey/utility. Liaise with community groups, environmental partners and law enforcement to maximize oversight to problematic locations and effective collaboration at community large-scale events.
- Fosters community engagement with community leaders, permit users, residents and businesses to facilitate relationships and partnership opportunities.
- Represents the City at community meetings, provincial and federal associations and task forces.
- Negotiates and fosters issue resolution among competing interests within the right of way as road authority.
- Manages one of the highest volume of customer service requests ACRs within the City of Markham utilizing excellent customer service and issue management skills.
Requirements
- University degree in civil engineering or related field. Preference will be given to candidates with the Professional Engineer designation (P.Eng.)
- Minimum of 7 years of progressively senior experience in civil engineering and management/leadership experience, preferably in the public or broader public sector.
- Excellent interpersonal, project/time management, organizational, analytical, written and oral communication, prioritization, problem-solving, and staff leadership and supervisory skills.
