Overview
Reporting to the Chief Fire Prevention Officer, the Fire Prevention Officer plays a key role within Richmond Fire-Rescue’s (RFR) Fire Prevention Branch. This position is responsible for conducting fire and life safety inspections, reviewing fire safety plans, investigating fires for cause and origin, and delivering public education. This is a specialized, technical position that requires a solid understanding of applicable legislation and a commitment to community safety through education, engagement, and enforcement.
Examples of key responsibilities include, but are not limited to:
- Conduct fire and life safety inspections across various occupancies in accordance with applicable municipal and provincial codes, standards, and bylaws.
- Enforce compliance through education, notices, orders, and citations as required.
- Review and assess Fire Safety Plans for compliance with the BC Fire Code and City of Richmond Bylaws.
- Maintain accurate records and prepare reports related to inspections and investigations.
- Conduct fire investigations to determine cause and origin.
- Prepare and deliver fire and life safety education programs tailored to the diverse needs of Richmond’s residents and businesses.
- Serve as a knowledgeable resource for the public, internal City departments, and partner agencies on fire prevention and life safety matters.
- Support fire prevention initiatives and participate in proactive risk-reduction strategies as assigned.
Knowledge, Skills & Abilities:
- Working knowledge of the Fire Services Act, BC Fire Code, BC Building Code, and applicable municipal bylaws.
- Knowledge of the chemistry and behaviour of fire, building construction, and life safety systems.
- Ability to interpret technical documents, drawings, and fire code requirements.
- Strong communication skills, both verbal, and written, with the ability to engage and educate the public and stakeholders effectively.
- Ability to conduct investigations and document findings thoroughly and accurately.
- Ability to manage multiple priorities and work independently and as part of a team.
- Proficiency in Microsoft Office, REDMS, Fire Department Management (FDM) and ability to learn related technical/digital software systems as required.
- Commitment to professional conduct, continuous learning, and public service.
Qualifications and Experience:
As per the current Collective Agreement, including:
- Verified completion of the following courses at time of application:
- Fire Inspector 1
- BC Building Code: Part 3 Introduction
- Fire Service Instructor 1
- The following courses must be completed within 12 months of the position start date:
- Fire and Life Safety Educator 1
- Fire Cause & Origin 1, 2, and 3
- BC Fire Code
- Licensing Requirements:
- Must have an EMALBC license or obtain it within 12 months from their start. Maintaining this license is a requirement for employment in this role.
- Or verified equivalent out-of-province licence acceptable at application.
- Verified & valid BC Driver Licence
- Preferred Qualifications
- Diploma or degree in Fire Protection, Building Technology, or a related field.
- Experienced in code consultation, plan review, or regulatory enforcement.
- Multilingual abilities and familiarity with Richmond’s diverse communities.
Working Conditions:
- Work is performed in both administrative and physical field environments, including inspections at a variety of occupancy types, post-fire scenes, and active construction sites.
- The position requires regular driving throughout the community and physical and mental fitness consistent with job demands analysis (JDA)
