The purpose of this position is to direct the provision of various engineering service to other sections in the Department and provide analysis and expertise in the area of Traffic Operations. The incumbent will be responsible for transportation engineering and for overseeing provincial highway lighting, signalized intersections, highway signage and pavement markings. This position will provide supervision and direction to the Traffic Operation Technicians, Traffic Data Technician and be responsible for budget management for both sections, drafting related legislation and regulations, highway access approval, and working collaboratively with Department staff representatives of the community to ensure compliance with both provincial and national standards in all areas related to traffic engineering.

Duties will include but are not limited to:

  • Develop and administer short-term and long-term Traffic Management Plans for the entire Arterial/Collector Provincial Highway Network;
  • Work collaboratively with City / Town / Village / Community hired consultants, design engineers and construction engineers to create Traffic Control Plans which are consistent with Provincial and National Standards;
  • Oversee the analysis of current provincial highways for service levels and efficiency including: highway / intersection capacity analysis, road safety audits, collision data analysis, traffic control signage warrant analysis, traffic delay studies and trip delay studies.
  • Direct supervision of Traffic Staff and the managerial staff of the Engineering Services Division, including performance evaluations, staff meetings, discipline, training, etc.;
  • Preparation of the annual budgets for both the Traffic and Engineering Services Sections, including: oversight and control of spending;
  • Department representative in all areas related to traffic engineering (i.e., legal issues, expert witnesses, community requests related to road classification, access denial, etc.);
  • Oversee approval of design and proposals for new subdivision developments throughout the Province, including approval of highway access(es) and entrance ways for said subdivisions;
  • Provide recommendations to the Deputy Minister, Chief Engineer, Regional Engineers and other Departments regarding changes in road classifications; including the preparation of memos to Executive Council for review and approval;
  • Supervise the approval and establishment of all accesses and newly established entrance ways on the Provincial Highway Network (i.e., agricultural entrance ways, etc.).
  • Oversee decisions related to the operation of all existing and new signalized intersections within the Provincial Network/Jurisdiction.
  • Oversee Provincial Highway Lighting, including the design of new installations and the maintenance of all lighting within the Provincial Jurisdictions.
  • Oversee the establishment and maintenance of all pavement markings on the Provincial Highways; as well as those inside municipalities;
  • Prepare plans, specifications and cost estimates for lighting components of the Department’s Highway Construction Projects (i.e., upgrading an existing intersection, etc.);
  • Other related duties as required.

Minimum Qualifications:

  • Must have a university degree in Engineering (BSc, Eng.) with a Professional designation in good standing and the ability to obtain membership in the Association of Professional Engineers of PEI.
  • Extensive experience as a Traffic Engineer, specifically in traffic analysis.
  • Extensive experience related to management of staff and budgetary responsibilities.
  • Knowledge of software modelling traffic patterns is required.
  • Knowledge of pavement marking and signage would be an asset.
  • Extensive project management experience.
  • Must have a valid Prince Edward Island Class 5 Driver’s License, a clean abstract and access to reliable transportation.
  • Experience preparing and facilitating presentations to committees and client groups.
  • Strong analytical and communication (oral/written) skills.
  • Extensive experience with computer software – Microsoft, PeopleSoft, Email, etc.
  • Strong interpersonal and leadership skills.
  • Demonstrated problem solving and decision-making skills.
  • Applicants must have a good previous work and attendance record.
  • Must provide a current and satisfactory Criminal Record Check, prior to employment.
  • Preferred to have knowledge and be familiar with Departmental and Government acts, regulations, policies, legislation (i.e., Roads Act, Highway Traffic Act, Workplace Harassment, Conflict of Interest, Drug, Alcohol and Medication, etc.).
  • Must be able to work independently and be able to make timely decisions.
  • Additional relevant education and experience will be considered an asset.
