The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.
Job Information
As a Payroll Specialist, you will play a key role in managing the financial operations behind GNWT¿s payroll activities. Supporting approximately 6,000 employees across GNWT departments, education councils, regional offices, and health and social services authorities, the biweekly payroll totals approximately $300 million annually, with monthly liability payments of over $20 million.
Reporting to the Manager, Operations, you will be responsible for processing and auditing complex payroll transactions, including those related to senior officials such as MLAs, Ministers, Judges, CEOs, and Deputy Ministers. Your expertise will ensure that all financial transactions are processed accurately and consistently within the GNWT's Enterprise Resource Planning (ERP) system.
Key Responsibilities:
- Process and audit high-value, complex payroll transactions and benefit adjustments.
- Manage specialized payroll requirements for senior public officials.
- Enter and verify payroll-related documents in the GNWT ERP system.
- Ensure all transactions comply with federal and territorial legislation, collective agreements, and GNWT policies and procedures.
- Maintain accuracy and consistency while meeting tight biweekly processing deadlines.
Typically, the above qualifications would be attained by:
Grade 12, 2nd level of Canadian Payroll course work and/or at least half completion of an Accounting designation and 5 years of payroll experience; or equivalencies can include:
- Diploma in Business Administration or equivalent with at least 5 years of payroll processing, or
- 8 years of payroll processing, including a minimum of three or more advanced payroll tasks. These advanced tasks include: Staff mentoring/training (including writing or improving payroll procedures), Year-End Preparation, Liability Reconciliation, Bi-weekly Remittance Preparation and Experience leading Special Projects; such as Collective Agreement Implementation.
