ABOUT THE POSITION

The Manager, Policy is responsible for developing, implementing and communicating organizational policies; performing policy-related research and analysis; drafting policy documents that align with organizational goals and objectives; managing the entire policy lifecycle including identifying policy needs, periodic policy reviews and updates.

In addition, the Manager, Policy acts as SkilledTradesBC’s Review Officer and is responsible for managing, investigating and responding to all requests for the review of a decision or order made by SkilledTradesBC.

This position reports to the Director, Strategy & Performance and leads the policy team.

RESPONSIBILITIES/ACCOUNTABILITIES

POLICY DEVELOPMENT AND IMPLEMENTATION: Plan, develop, implement and communicate complex internal and external policies and procedures

  • Identify, develop and lead the implementation of SkilledTradesBC’s organizational policies
  • Research and analyze legislation to identify organizational impact; develop policies and procedures to support implementation for all staff and stakeholders
  • Oversee research and policy option development to inform policy decision making
  • Work across all levels of the organization including leading various committees and working groups
  • Prepare briefing and decision notes, business cases and related materials to support SkilledTradesBC’s executive and Board of Directors in policy related decisions
  • Prepare materials and present to the executive and Board of Directors, as required
  • Act as BC’s lead participant on the Canadian Council of Directors of Apprenticeships Policy and Research Committee, provide BC’s perspective and input on policy and procedure development
  • Share information and consult with provincial and federal counterparts on BC related policy topics
  • Manage the internal and external policy catalog and publish external policies as required
  • Explain and interpret policy and procedural issues for SkilledTradesBC staff
  • Manage the regular review of existing SkilledTradesBC policies, and make recommendations for updates or revisions to policies
  • Stay informed of market and industry trends and emerging developments in research and public policy as they relate to the skilled trades in BC
  • Manage the delivery of SkilledTradesBC’s policy framework
  • Steer policy related working groups with department leaders to ensure policies reflect the needs of each functional area
  • Provide policy updates and education to the organization through presentations and/or written notifications

REVIEW OFFICER: Manage, investigate, resolve and respond to all requests for review

  • Receive and handle all requests for review including cataloguing, investigating and responding to the requestor within the prescribed timeframe
  • Work with business leads to find resolution option(s) and to identify systemic issues impacting customers, where applicable
  • Review all new and existing business processes to provide guidance and solutions in an effort to avoid potential service delivery concerns
  • Prepare for and manage all Skilled Trades BC Appeal Board escalation cases
  • Ensure all related SLAs are consistently met

TEAM LEADERSHIP:   Lead and provide overall direction to the policy team, including performance and professional development planning. Inspire and hold team members accountable for their contributions to the strategic goals of SkilledTradesBC. Serve as a role model for collaborative approaches to communication and innovation and actively seeks ways to enhance the work environment

EDUCATION/EXPERIENCE

  • A post-secondary degree in related field is required; an equivalent combination of education, and experience in policy development, implementation, research and evaluation will also be considered
  • A minimum of 5 years of leadership or management experience is required
  • Demonstrated strong business acumen and ability to make decisions without bias
  • Proven ability to effectively lead a team while exemplifying organizational values and leadership competencies
  • Exceptional communication skills, both verbal and written, with the ability to convey complex, technical or sensitive information clearly and effectively
  • Ability to establish and maintain effective working relationships with external/internal stakeholders
  • Ability to effectively listen and communicate with tact and diplomacy
  • Strong ability to manage and negotiate diverging ideas, and complex issues and to articulate resolution to external/internal audience
  • Proficiency in analyzing and summarizing various types of information to identify outcomes that inform policy direction
  • Knowledge of BC’s trades training and apprenticeship system is considered an asset

COMPENSATION

Salary Band F: $103,894 - $140,563
