About the role

OVERVIEW

Reporting to the Manager, Common Collection System, the Specialist, Recycling Collection Contracts role is designed to support the activities related to operation of the Common Collection System (CCS) under Ontario’s Regulation 349/22: Blue Box. The Specialist’s primary focus will be to gather and consolidate collection data and financial information from communities and contractors for use by the Operations team for contract execution, implementation, and optimization. The work performed by the role will also be used by other internal teams, such as Service Provider Reporting, Procurement and Business Intelligence & Analytics.

RESPONSIBILITIES

  • Develops a deep understanding of the terms of Circular Materials’ Master Services Agreements (MSA) and Statements of Work (SoW) for collection and material receiving contracts as well as the regulatory requirements associated with the waste diversion regulations to assist in procurement and operationalization of contracts.
  • Gathers and manages comprehensive and foundational Blue Box program and financial data, and ensures its accuracy and completeness, to help:
    • inform competitive compensation offers;
    • facilitate timely and well considered responses to contract terms and condition changes during the negotiation process;
    • support short- and long-term strategic planning activities; and
    • ensure regulatory compliance.
  • Organizes details needed and helps develop change orders as required in collaboration with procurement and legal.
  • Collaborates with Circular Material’s (CM) department responsible for preparing procurement documents.
  • Executes research and data management needed to inform daily contract oversight and longer-term planning decisions.
  • Supports the Operations team in the development of processes and procedures needed for the Operations department to effectively interact with communities, service providers and partners.
  • Coordinates with the Director of the Common Collection System, other CM teams and external partners to enable deliver of all the required elements including financial reporting and payments in relation to the MSA and SoWs established by the Operations team or in the roll out or ongoing contract oversight of regulated residential blue box programming to communities.
  • Maintain the up-to-date management of key communications by ensuring emails the departments inbox are actioned and resolved within the established timeframe and filed for posterity and possible future reference using departments procedures.

QUALIFICATIONS

Education and Experience:

  • Post-secondary education related to Business Administration or professional designation from a recognized procurement organization or equivalent experience.
  • 5+ years of experience in procurement, contract administration and, or accounting.
  • Knowledge related to waste management, ideally with a focus on material collection and consolidation

Skills and Competencies:

  • Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.
  • Experience working in a complex, multi-faceted environment with several competing priorities.
  • Proficient in Microsoft Office 365, including SharePoint, Teams, Visio, and Monday.com.
  • Excellent attention to detail, analytical, problem solving, planning, and execution skills.
  • Effective communications skills which can build relationships with communities, internal CM teams and at all levels in the CM organizational structure.
  • Team player with a professional, disciplined, and self-directed approach.

WORKING CONDITIONS

  • Full-time hours of not less than 40 hours per work week. Typical work hours of 8am to 5pm within home time zone, with schedule flexibility required to provide for working across time zones and extended working hours to meet deadlines.
  • Based in Ontario with the ability to travel (at times) throughout the province.
  • Remote working environment with the potential for limited travel.
