The Intergovernmental Programs and Strategy branch of the Ministry of SaskBuilds and Procurement has an exciting and challenging opportunity for an energetic, well-organized and self-directed individual with excellent interpersonal, communication and leadership skills to fill the position of Program and Policy Advisor. You will be part of the Infrastructure Programs Unit where our priority is the development, implementation, management and evaluation of infrastructure funding programs available to the Government of Saskatchewan and their stakeholders.
In this full-time position, you will be reporting to the Senior Program and Policy Advisor, you will be responsible for providing analysis, development, communication, implementation, and evaluation of infrastructure funding and policies. You will use strong communication skills to communicate with senior management in a clear and concise manner. You will participate in federal-provincial working groups tasked with developing and accessing program and policy parameters and identifying the merits of Saskatchewan’s situation. You will work on cabinet submissions, briefings, and correspondence.
The successful candidate will have the ability to verbally and in writing explain matters to a variety of audiences; analyze issues, identify options, solutions and implications and make recommendations; and assess information to develop reports and make recommendations and conclusions.
Typically, the knowledge and skills required for this position would be acquired through completion of an undergraduate degree in a field related to the responsibilities (such as public or business administration, social sciences, or other), along with at least six months of experience managing a federal funding program. Additional related experience in areas such as financial management, client communication, or strategic development is also considered valuable.
You will have knowledge of:
- Technical components of water, wastewater, stormwater, clean energy, HVAC and horizontal infrastructure treatment and development infrastructure assets;
- Federal Duty to Consult and environmental assessment processes and legislation;
- Principles and methodologies of records management and archival practices, including The Public Records and Archives Act and Freedom of Information and Protection of Privacy Act.
- Government priorities outlined in provincial policies such as the Saskatchewan Growth Plan;
- Methods and techniques for program design, development, implementation, management and evaluation;
- Methods and techniques for research, analysis (quantitative, qualitative and financial), surveys and consultations;
- Provincial and local government structures and decision-making processes;
- Provincial policy issues;
- Provincial government and public sector financial and accounting principles and practices;
- Administering federal funding programs; including submission intake, forecasting, program specific inquiries, and negotiation of Bilateral Agreements;
- Knowledge of governmental policy development and decision-making processes, including the preparation and coordination of Cabinet submissions, briefings, Board materials and correspondence;
- Strong knowledge of reporting requirements for infrastructure projects, including compliance, and stakeholder documentation standards.
- Reviewing project eligibility under programs and guidelines.
You will have demonstrated ability to:
- Manage federal Duty to Consult and environmental assessments;
- Develop and implement data management services;
- Provide financial analysis and expertise to support revenue systems, accounts receivables, adjusting and accrual entries;
- Plan and coordinate quarter and fiscal year end activities;
- Examine, understand and appropriately apply complex and sometimes conflicting policies, agreements, contracts, acts and regulations to difficult situations;
- Provide financial analysis of business operations and providing advice regarding accounting principles, FAM, internal policies and relevant legislation;
- Lead and manage large information management projects;
- Draft and analyze compliance to contracts and agreements with stakeholders;
- Verbally and in writing, explain financial, statistical, administrative matters, programs, policies, procedures and regulatory matters to a variety of audiences;
- Persuade, influence and motivate by articulating the implications of proposed policy, program and legislative directions and/or changes;
- Analyze trends and issues, identify and develop options and solutions and their implications, and make policy recommendations to meet ministry and provincial goals;
- Influence, persuade or convince others to work towards a mutually acceptable or workable solution/agreement;
- Work independently or collaborate as a team member with co-workers, other levels of government, stakeholders and others to consistently meet program needs;
- Plan and organize multiple complex tasks and projects taking into consideration conflicting and changing priorities to meet strict and/or changing deadlines;
- Search for and assess data/information to develop materials, reports and/or make decisions, recommendations and conclusions about the application of programs, policies, procedures, acts, regulations, guidelines and contracts;
- Create and generate queries, reports and documents using the internet, word processing, databases, spreadsheets and other software packages; and
- Apply financial, economic and social theory or techniques to analyze problems.
You will be:
- Thorough and attentive to detail to ensure accurate and quality work; and
- Respectful, diplomatic and confident when dealing with upset and concerned stakeholders and situations.
