Position Overview
The District has an immediate vacancy for a Temporary Full-Time Planner 3 in the Development Planning Department. Reporting to the Manager, Development Planning, this position is to lead the District’s Zoning Bylaw Rewrite project.
The District’s Zoning Bylaw dates from 1965 and is in need of a comprehensive update. As an experienced land use and zoning planner, you will lead a team of 2.5 Full Time Equivalent (FTE) staff as well as a consultant team to see the project to completion, anticipated for the end of 2026.
Responsibilities include but are not limited to:
- Overall project leadership to ensure timely delivery of this complex and crucial regulatory tool for the District, including coordination with the ongoing OCP update and other important policy and program initiatives;
- Bring in-depth knowledge of innovative and industry best-practice approaches on land use and zoning matters in a municipal setting;
- Work strategically within the organization to achieve results while managing conflicting objectives;
- Lead complex public processes effectively;
- Exercise considerable independent judgement, including making strategic and politically sound decisions.
- Direct consultant and staff technical work; and
- Communicate complex issues to elected officials and the public, simply and strategically.
The successful applicant will have:
- Significant experience in the city planning field, particularly related to land use planning, zoning matters, and the legal framework and governance issues impacting the municipal setting. Specialized fields such as urban design, transportation, economics, municipal and development finance, data analytics, industrial and economic development or housing are considered assets.
- Excellence in planning project management, with demonstrated experience in bringing a complex enterprise-wide project to a timely completion.
- Experience in planning, assigning, and supervising the work of a group of professional and technical planners, and providing directions on all technical matters related to the project.
- Key leadership competence such as effective and emphatic communication, facilitation & conflict resolution and excellent written and verbal presentation styles.
Qualifications
- A university degree in an appropriate discipline and a post-graduate degree or diploma in community, social, regional or urban planning, urban design plus considerable related professional planning experience, or an equivalent combination of training and experience
- A minimum of seven years of progressive professional planning experience is required.
- Membership or eligibility for membership in the Canadian Institute of Planners.
- BC Driver’s License.
Details
Salary: The pay range for this unionized position is $61.73 to $73.15 per hour (2024 rates).
Hours of Work: 35-hour work week
Duration of Contract: 18 months, with possibility of extension
