Job Summary
Reporting to the Supervisor of Asset Condition & Planning, the Data Specialist will be responsible for managing digital data from asset inspections and rehabilitation programs for water & wastewater system assets, which includes; quality assurance, mapping, uploading and tracking of recommendations. Mapping for capital project business cases and SOGR capital plans and providing support for project managers. This position will also aid in the development of methodologies, strategies and metrics that enable alignment of asset management initiatives, project performance and risk management processes.
Duties & Responsibilities
- Gather, sort, and analyze asset condition and inspection data.
- Prepare maps for asset inspection requests, capital projects and studies using GIS
- QA/QC of digital asset inspection data and upload into CTSpec Software, file and distribute reports.
- Providing data and inspection videos and reports as requested.
- Map condition data and asset risk in support of the SOGR Capital Budget Process.
- Research, assess, and interpret data and create reports and present findings.
- Support Project Managers with tenders and project support.
- Map/update business processes to meet current needs.
- Cultivate and maintain effective relationships with various internal stakeholders.
- Provide timely responses to inquiries regarding asset data, analysis and mapping.
- Assists in the development of procedures and policies as required and contributes to implementing continuous improvement processes.
- Attend meetings, conferences, and training sessions on an as needed basis to maintain and increase current knowledge of the latest technology and asset inspection systems.
- Performs other duties as assigned.
Skills & Qualifications
- Degree in Engineering Technology or a related field.
- Demonstrated experience and proven knowledge in mapping and spatial database. application including practical experience working with GIS technology, and internet-based mapping, preferably in a municipal environment for a minimum of 3 years.
- Pipeline Assessment Certification Program (PACP).
- Should have strong knowledge of water & wastewater assets.
- Strong skills in data management, accuracy, collaboration, compliance, statistics, documentation and database.
- Strong program management, organization, analytical, problem solving oral/written communication and negotiation skills.
- Effective time management and resource management skills in order to ensure timely completion of assignments.
- Knowledge of computer software including experience with CTSpec Software, MS-Access, ArcView, GIS, SAP, IPFS and MS-Office, to support system performance analysis and reporting.
- Certification in NASSCO's Pipeline Assessment (PACP, LACP, MACP).
- Project Management Professional (PMP) Certification or similar designation.
