JOB SUMMARY

The Investigations Branch is looking for highly energetic, dynamic, professional and career orientated individuals to join our Investigations team as a Supervisor, Tobacco Enforcement Unit in our Regulatory Services Division.

The Supervisory position will report to the Senior Manager of the assigned geographical location. The incumbent is responsible for the hands-on field operation of the tobacco enforcement program and investigations. The incumbents will also liaise with Treasury Board and Finance, RCMP, CBSA, CRA, and US Border Patrol Officers, municipal police services, provincial and federal government departments and the business community. Knowledge and compliance of the Peace Officer Act and Peace Officer Regulations is required as well as ensuring compliance of the Peace Officer Act and Peace Officer Regulations by the investigators is essential.

As a Peace officer you will assign, conduct and supervise investigations into organizations and individuals suspected of being involved in the smuggling and diversion of tobacco products, abuses of the Alberta Tobacco Tax Act, and thefts and frauds as they relate to the Tobacco Tax Act and Fuel Tax Act and Tourism Levy Act. Thorough knowledge of the Criminal Code of Canada, Tobacco Tax Act, Tobacco Smoking and Vaping reduction Act as well as thorough knowledge of rules of evidence, court procedures, and surveillance techniques is required. In addition, knowledge surrounding the obligations related to the use of source information/informants would be considered an asset. Other responsibilities include completing performance evaluations of direct reports, identifying and coordinating branch training and participation in internal/external meetings and committees. Strong interpersonal skills are required. You may be called upon to support Gaming and Liquor Peace Officers teams in their duties as well as operate in an acting capacity in the absence of the senior manager. The tobacco supervisor position will provide investigative assistance to the illicit Cannabis enforcement team regarding investigations when required. Professionalism is essential as this role will involve responding to public and government enquiries relating to tobacco.

Although seldom, Investigators in this position must be willing to be exposed to tobacco smoke during certain investigations.

SKILLS & ABILITIES

  • Minimum of a post‐secondary diploma in law enforcement/ investigations or criminology supplemented by courses in supervision or leadership from an accredited post‐secondary institute plus 5 years in inspection or investigative experience.
  • Equivalency: Directly related experience considered on the basis of 1 year of experience for 1 year of education or 1 year of education for 1 year of experience.
  • Experience in conducting investigations and inspections, gathering of evidence and presentation of evidence in court proceedings.
  • Experience and demonstrated ability in supervising a team of investigators.
  • Prior experience as a Peace Officer or police officer will be considered an asset.
  • A valid Alberta Operator’s License is required as you will be subject to travel throughout the Province of Alberta, with some overnight travel required. Flexibility in work schedule will be required
  • Must be able to successfully obtain Alberta Peace Officer status
