Secondment/Contract: Duration Up to 12 Months

Would you like to be part of shaping a new approach and creating tools for contract management

Reporting to the Senior Manager, Procure to Pay and Procurement Systems, you will oversee the LCBO contract lifecycle management program for commercial contracts. You will ensure optimal contracting and positive working relationships with internal clients and stakeholders. Through administration and maintenance of the contract lifecycle functions in the contract lifecycle management application. As the Contract Specialist you will help manage contract execution process; contract extension/renewal process; expirations, and close outs consistent with LCBO's policy, procedure, contract terms, and conditions.

About the Role

  • Maintain contract lifecycle management repository application while investigating new system capabilities to facilitate continuous improvement of CLM service quality to our organization.
  • Develop and document contract management processes as it pertains to contract management at the LCBO.
  • Participate in meetings with the Information Technology Vendor Management Office to further develop the management of contractual documents in the repository.
  • Work with contract owners and Information Technology Vendor Management Office to resolve disputes about vendor management including issues regarding interpretation, or compliance with contract terms, mitigating delays in good/services.
  • Handle internal contract-related inquiries from the business or other team members as it relates to CLM records.
  • Provide guidance to all divisions/departments to ensure mutual understanding of contract management procedures and contract terms and conditions.
  • Communicate a clear contract overview to important partners and provide clarity on contract elements.
  • Work with Contract Management staff to create reports and to obtain Oracle documentation to support contract records.
  • Assists with all internal/external audits, creating and providing reports.
  • Manage and update the procurement opportunities plan that is used by the entire procurement department to plan future procurements, which consists of reporting on upcoming contract renewals and contracts that are fully expiring, allowing sourcing teams time to prepare to go to market.
  • Create and manage a low-cost/off contract spend tracker, to ensure compliance with policies regarding spend, as well as to provide insights to various divisions on where their spend has surpassed the low-cost threshold and where they would benefit from conducting a procurement process.
  • Perform periodic reviews of contractual/approval documentation to ensure compliance with procurement and contract management policies.
  • Support the Future State Modernization program (the largest in LCBO’s history). Learn our current system while simultaneously learning our new system. Provide your knowledge, expertise, and ideas to identify gaps between the two and where efficiencies could be made. Support system testing and provide feedback. Create help guides for internal clients to support their use of the new system.

About You

  • Post-secondary education in Business, or relevant discipline or an equivalent combination of education and experience.
  • Minimum 5-8 years of relevant experience, in contract management and procurement services environment working with contract management systems.
  • Knowledge of best practices for contract strategies.
  • Understanding of contract risks and ability to work with the applicable staff in creating strategies for risk mitigation.
  • Ability to analyze and interpret complex contracts
  • Uses logical thinking and reasoning
  • Has sound decision making skills
  • Develop and sustain relationships with all levels of management.
  • Work with internal departments and partners
  • Demonstrated team leadership and management experience
  • Experience in public sector procurement, public procurement principles and directives is considered an asset.
