Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our corridor-specific teams are seeking a dynamic Director of Engineering to lead and drive engineering processes for our Capital Projects Group (CPG). This role is critical in providing strategic oversight and operational guidance across multidisciplinary projects to support Metrolinx’s objectives and deliver value to our clients.
As the Director of Engineering, you’ll oversee the engineering and assurance processes for designated CPG projects, managing all phases of the engineering lifecycle—from planning and design through to execution and maintenance. Your leadership will be essential in ensuring successful project outcomes and maintaining high standards of operational excellence.
We’re looking for an experienced leader with a strong engineering background, a proven ability to manage complex infrastructure projects, and a talent for collaborating with diverse stakeholders across functions.
What will I be doing?
- Build and lead teams to deliver complex engineering projects, overseeing contract management and the work of external contractors.
- Provide direction and expertise to ensure CPG projects are prioritized and aligned with key milestones, organizational goals, and program objectives.
- Leverage industry-leading processes and technology to establish a high-performing delivery organization that supports critical infrastructure initiatives.
- Offer technical guidance to inspire project teams and contractors to meet performance targets.
- Work closely with project management, commercial, and planning teams to oversee engineering deliverables, controlling costs, schedules, quality, and productivity for various contract types.
- Lead in defining and controlling technical and functional interfaces between systems (e.g., track, signaling, traction power, and vehicles).
- Support other business units to resolve technical challenges as they arise.
- Provide strategic advice on project development and delivery, including approval of business cases.
- Ensure timelines, quality standards, and budget objectives are achieved or exceeded for both project and operational milestones.
- Cultivate relationships with Metrolinx teams, technical partners, and customers to align with corporate goals and safety targets.
- Collaborate with Engineering, Asset Management, planning teams, and contractors to establish comprehensive project management plans and address program design or implementation challenges.
- Define benchmarks, KPIs, monitoring systems, and reporting mechanisms to ensure projects meet corporate strategies and engineering standards.
- Oversee compliance with legal, regulatory, and policy requirements for rail, transit, and transportation projects, contributing to audits and managing risk through regular reviews and contingency planning.
- Provide oversight to staff and project teams, define roles, manage performance, monitor progress on assignments, and implement action plans to address any performance gaps.
What Skills and Qualifications Do I Need?
- Proven experience in senior engineering leadership, successfully leading large and complex construction projects from inception to completion. Experience in the transportation industry and public sector in Canada is a strong asset.
- A degree in Engineering from an accredited university or a combination of education, training and experience deemed equivalent. Professional Engineering (P.Eng.) designation, MBA, or Project Management Professional (PMP) certification is considered assets.
- Strong understanding of the organization's vision to ensure Capital Projects Group initiatives align with and support broader business objectives.
- Knowledge of ETCS, electrification systems, safety protocols, and system assurance practices.
- Knowledge of railway legislation (e.g., Railway Safety Act) and Transport Canada regulations and ability to provide direction and leadership for the integration, delivery, and support of GO Expansion projects. Experience with applying these regulations to railway operations is essential.
- Cross-functional leadership experience to drive integration and deployment of engineering projects and assets.
- Senior management experience providing technical and administrative leadership to multiple teams within an operational or functional unit.
- Strong project management skills, including budget and schedule oversight, to lead and guide cross-functional teams and consultants. Experience managing projects in sensitive, high-visibility environments, requiring adaptability, flexibility, and decisive leadership.
